A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 26th, 2016.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:14 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 8:00 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the January 12th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated January 25, 2016:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Kevin Hebel as a Highway Laborer effective January 23, 2016.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hire Dante Giovanniello as a part time Highway Laborer with a salary of $8.50 per hour effective January 8, 2016.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the New York Youth Club to fundraise in the Village of Babylon on Saturday, January 30th, and Sunday, January 31st, 2016, with the following conditions:

 -  Fundraising activities may be conducted from NOON until 4:00 p.m.

 -  All Volunteers must wear New York Youth Club identification badges at all times.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Board of Trustees, or a majority thereof, shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 16, 2016 at the Municipal Building, 153 West Main Street, Babylon, New York, between the hours of 1:00 p.m. and 5:00 p.m.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2016-2017 Tax Year, ELIGIBLE FUNDS VETERANS EXEMPTIONS in the amount of 26,550 in assessed value, and renew exemptions in the amount of ­­­­­­­­­­­333,827 in assessed value, as per the attached listing. 

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to dispose of the following records from the Treasurer’s Office, as per the NYS Archives Record Retention Schedule MU-1:    Journal Entries:   May, 2004 – May, 2005 ; January, 2007 – October, 2007

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2016-2017 Tax Year, ALTERNATIVE VETERANS EXEMPTIONS in the amount of 3,948 in assessed value, and approve additional applications in the amount of 4,371 in assessed value.  Total Alternative Veterans (Combat & Non-Combat combined) Exemptions for the 2016-17 TAX YEAR ARE 134,353 in assessed value as per the attached listing, which is an increase in the amount of 423 in assessed value from 2015.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for January 26, 2016:

General Account:                      $ 78,890.88

TOTAL GENERAL FUND:     $ 78,890.88

TRUST FUND:                           $   4,171.64

TOTAL:                                 $  83,062.52

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Receiver of Taxes for the Village of Babylon be authorized to close the Tax Year 2015-2016 on January 25, 2016, and return the Tax Roll and Warrant, as required by Section 1426 of the Real Property Tax Law.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove the current exemptions and restore full assessment to the properties attached, and bill the new owners accordingly, for the Tax Year(s) as indicated.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hire Owen McFarlane as a part time Sanitation Laborer with a salary of $8.50 per hour effective January 12, 2016.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $250.00 to Paul Dlugokencky for Planning Board Application fee paid in anticipation of lease agreement with Lessor for the property located at 141 John Street.  Lessor cancelled agreement prior to meeting.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to increase the fees for Village Boat Berths by $5 a foot in each marina, as indicated on the attached.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the request of Rachel Schwartz for a leave of absence from February 1, 2016 to August 1, 2016.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2016-2017 Tax Year:  SENIOR CITIZENS EXEMPTIONS in the amount of -26,017 in assessed value, and approve additional applications in the amount of 10,161 in assessed value, as per the attached. The total assessed value of Senior Citizen Exemptions decreased by 15,856 for 2016.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve new DISABILITY EXEMPTIONS for the 2016 Tax year with an assessed value of 2712.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to close the following accounts and transfer balances, as indicated below:

 Close Chase Bank Golf Checking Account;  Transfer balance of account to the Chase General Checking Account  (Golf Accounts are now a Department within the General Fund.)

Close Chase Bank Livingston Center Checking Account; Transfer the balance of the account ($17.73) to the Chase Trust Checking Account (The Livingston Center is no longer an active entity.)

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Valerie Amato as a part-time clerical with a salary of $8.25 per hour effective January 11, 2016.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Arts Council to use Argyle Park, East of the Memorial Garden, on May 21, 2016, from 10:00 a.m. to 4:30 p.m., (with a rain date of May 22, 2016) for the Ninth Annual Outdoor Art Exhibit. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

Mayor Scordino made the following announcements:

The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, February 9, 2016, at 7:00 p.m., to consider the application of Christina Kelly, Principal of Villa Castel, Inc., to amend the current Covenants and Restrictions for Babylon Crepe & Pita Grill, 122 North Carll Avenue.  Copy of application and plans may be examined at the office of the Village Clerk, Monday through Friday, between the hours of 10:00 am and 4:00 pm.

Just a reminder to Village Residents: as we periodically put information in our Newsletters, and on our Website regarding Stormwater Management updates, Chapters 305 & 306 of our Village Code outlines requirements and procedures pertaining to Stormwater Management and Erosion and Sediment control, as required by the New York State Department of Environmental Conservation.  The required Stormwater Management MS4 Annual Report for the period ending March 2015 is available on our website, as well as in the Office of the Village Clerk.  Residents are encouraged to review these documents, and if you should have any questions please do not hesitate to call.

Please be advised that Summer Job Applications will be available in the Mayor’s Office starting on Tuesday, February 16, 2016.  Applicants for summer jobs must be at least 16 years old.  However, applications will be accepted for residents 15 years of age, and these applications will be kept on file and only used if additional students are needed.

The meeting was opened to the public; no one addressed the Board.
