REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD ON TUESDAY, JANUARY 24, 2012 AT 8: 00 P.M.

 

 

 

PRESENT: Mayor Ralph Scordino

Trustee: Kevin Muldowney

Trustee: Alice Vanderveldt

Trustee: Tony Davida

Trustee: Debbie Basile

 

 

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried it was

 

Mayor Scordino opened the work session at 7:04 p.m.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried

 

Mayor Scordino adjourned the meeting at 7:51 p.m.

 

Regular meeting opened at 8:00 p.m.

 

The Pledge of Allegiance was lead by Trustee Basile

 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: approve the minutes of the previous meeting and dispense with the reading of the same.

 

The Fire Department letter was read by the Village Clerk;

 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: approve the actions taken at the regular monthly meeting of the Fire Council held January 17, 2012.  Placed Jason Whitthohn of the Argyle Hose on sick leave as of January 1, 2012.  Placed Angelin Sfoglia of the Rescue Squad on sick leave as of January 4, 2012.  Accepted Anthony McNally of the Phoenix Hose as an active member following completion of his Probationary period.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: accept the resignation of Christopher Spicer as a fulltime highway laborer effective January 14, 2012.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was  

 

RESOLVED TO: issue a refund in the amount of $23.44 to Janet Klages for overpayment of taxes on 7 Park Ave.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: issue a refund in the amount of $250.00 to Robert Norman for Planning Board application fee that was paid on behalf of a potential lessee who cancelled agreement prior to meeting. 

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was 

 

 

RESOLVED TO: grant permission to the Babylon Village Arts Council to use Argyle Park east of the Memorial Garden for May 19th with a rain date of May 20th from 10:00 a.m. to 4:30 p.m. for the Fourth Annual Art Exhibit.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: increase the salary of Nancy Kaiser 25 cents per hour effective

January 16, 2012.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: grant permission to BVAC to use the Conklin House for the purpose of presenting a free outdoor summer concert on Saturday, July 14, 2012 start time 7:00 p.m. ending around 8:30 p.m.  

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED THAT: the Board of Trustees, or a majority thereof shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 21, 2012 at the Municipal Building, 153 West Main Street, Babylon New York between the hours of 1:00 p.m. and 5:00 p.m.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: remove and replace on the tax roll for the 2012-2013 tax year, Senior Citizens Exemptions in the amount of 23,442 in assessed value, and approve additional applications in the amount of 10,738 as per the attached.

The total assessed value of Senior Citizen Exemptions decreased by 26,057 for 2012.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs in merchant windows for an upcoming event.  Signs to be displayed February 4th to February 26th.

 

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: increase the salary of Frances Petersen 25 cents per hour effective January 24, 2012.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: issue a refund in the amount of $786.91 to Lauren Harple for overpayment of taxes on 60 Nehring Ave.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: issue refunds in the amount of $70.00 each to the following.  They are moving to an un-numbered reserved space designated for occasional parkers:

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: remove and replace on the tax roll for the 2012-2013 tax year, Eligible Funds Veterans Exemptions in the amount of 30,500 in assessed value, and renew exemptions in the amount of 484,042

In assessed value, as per the attached listing.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: restore to the tax roll the following exempt property

Section  8  Block  1  Lot  58.2

66 Stowe Ave. formerly owned by William and Mary Jean Gerke a Veterans Eligible Fund Exemption in the amount of $1050 and bill new owner Tanya Dimambro in the amount of $70.70 for 202 days @ $0.35 cents a day for the 2011-2012 tax year.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: hire Robert L. Folks & Associates to represent the Village in the attached matter.

 

On the motion of Trustee Basil, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: increase the salary of Rashon Cooper, $1,000.00 effective January 18,

2012 having completed his six month probationary period.

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: grant permission to the congregation of St. Paul’s Reformed Church to hold a dawn worship service at the Argyle Park Gazebo on Easter Sunday, April 8. 2012

at 6:00 a.m.

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: grant permission to Michael De Joseph and Staff to host a night softball game in honor of Peter Figoski on Friday, May 4, 2012 at 7:30 p.m.  See attached.

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously

carried it was

 

RESOLVED TO: remove and replace on the tax roll for the 2012-2013 tax year, Disability Exemptions in the amount in the amount of 2,495 in assessed value.

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried

it was.

 

RESOLVED TO: approve the following warrant for January 24, 2012

General Fund:

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: remove ands replace on the tax roll for the 2012-2013 tax year, Alternative Veterans exemptions in the amount of 1,936 in assessed value, and approve additional applications in the amount of 8,132.

 

On the motion of Mayor Scordino, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED THAT: the Receiver of Taxes for the Village of Babylon be authorized to close the tax year 2011-2012, on January 24, 2012, and return to the tax roll and warrant as required by Section 1426 of the Real Property Tax Law.

 

Mayor Scordino read two Resolutions

 

RESOLVED TO: hold a bid opening on Thursday, February 23, 2012 for Pre-cast Utility Vaults.

 

RESOLVED TO: hold a bid opening on Thursday, February 23, 2012 for Supply Stormwater Treatment Filter Media.

 

Announcement:

 

A Public Hearing will be held on Tuesday, February 14, 2012, to make changes to the existing establishment located at 45 Deer Park Ave.
