A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 16, 2018.  On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried, the meeting opened at 4:25p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 5:15p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the January 9, 2018, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated January 17, 2018:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Departments actions as read.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the resignation of Meghann Longo as a clerk in the Building Department effective December 21, 2017.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the Babylon Fire Department to host the 2018 Town of Babylon Parade on Saturday, September 15, 2018.  The Town parade will use the traditional Memorial Day Parade route, ending at the Fire Department on North Carll Avenue, and will be followed by a Block Party.  The parade route will be closed to vehicle traffic beginning at 6:00 p.m.; Carlston Place and North Carll Avenue (from Montauk Highway to Railroad Avenue) will be closed from 6:00 p.m. to Midnight.

This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Board of Trustees or a majority thereof shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 20, 2018, at the Municipal Building, 153 West Main Street, Babylon, New York, between the hours of:

1:00p.m–4:00p.m. and 6:00pm– 8:00p.m.      

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2018-2019 Tax Year, Alternative Veterans Exemptions in the amount of 3,384 in Assessed Value, and approve additional applications in the amount of 6,672 in assessed value.

Total Alternative Veterans (Combat & Non-Combat combined) Exemptions for the 2018-19 Tax Year are 126,681 in assessed value as per the attached listing, which is a decrease in the amount of 4,074 in assessed value from 2017.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Village of Babylon will hold two (2) shredding events for our residents with Quality Shredding Corp., one on April 7, 2018 from 2:00 p.m. to 5:00 p.m. and the second on September 22, 2018 from 2:00 p.m. to 5:00 p.m.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $100.00 to Richard Bedrosian for the return of two (2) Board of Trustees Public Hearing signs for partial refund.      [Property:  Babylon Burger Bar, 1 West Main Street]

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Rotary Club to hold the 13th Annual Dirty Sock 10K Run on Sunday, August 12th, 2017, from 8:00 am. to 11:00 am.

This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Receiver of Taxes for the Village of Babylon be authorized to close the Tax Year 2017-2018 on January 23, 2018, and return the tax roll and warrant as required by Section 1426 of the Real Property Tax Law.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to renew a Disability Exemption for the 2018-19 Tax Year with an assessed value of 2,712, which is a decrease in the amount of 5,530 in assessed value from the 2017 taxes.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to renew Senior Citzens Exemptions for the 2018-2019 Tax Year in the amount of  89,445 in assessed value, and approve additional applications in the amount of 17,495 in assessed value, as per the attached.  The total assessed value of Senior Citizen Exemptions for 2018/19 is 106,940, which is an increase of 7,211 from the prior year.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to re-appoint Lynn Dunlop to the Architectural Review Board for a three-year term which will be through November, 2020.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Arts Council to use the Gazebo on May 19th, 2018, from 12:00 Noon to 4:30 p.m., (rain date May 20, 2018) for two free Puppet show performances scheduled for 1:30 p.m. and 3:00 p.m.

This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Arts Council to use Argyle Park, East of the Memorial Garden, on May 19th, 2018, from 10:00 a.m. to 4:30 p.m., (rain date May 20, 2018) for the Eleventh Annual Outdoor Art Exhibit.

This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, January 9, 2018,

BE IT HEREBY RESOLVED to approve the application of Ou Shan Lin to open N’Joy Restaurant at 96 East Main Street.

ALSO BE IT RESOLVED to approve and adopt the attached Covenants & Restrictions for N’Joy Restaurant, 96 East Main Street.  [Section 014 / Block 02 / Lot 012]

Trustee Adams announced that there will be a meeting/training session for the Babylon Village Volunteer Corps this Sunday, January 27, 2018, from 1:00 p.m. to 2:00 p.m. at Village Hall.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Erik Alloy as a full-time Highway Laborer with an annual salary of $29,120.00 effective December 26, 2017.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to hold the 2018 events, with sidewalk access, as per the attached.

This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as signed and notarized ‘Hold Harmless’ agreements.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to re-appoint Mary Lou Bartsch to the Architectural Review Board for a three-year term which will be through November, 2020.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2018-2019 Tax Year, Eligible Funds Veterans Exemptions in the amount of 22,900 in assessed value, and renew exemptions in the amount of 269,727 in assessed value, as per the attached listing.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the following warrant for January 23rd, 2018:

Mayor Scordino made the following announcement:

Residents are invited to an informal Village meeting this Saturday, January 27, 2018, from 10:00 a.m. to Noon, for “Coffee and Conversation with the Mayor” to discuss any questions or concerns regarding the Village.

The meeting was opened to the public:

Joanne Curtin, 420 Fire Island Avenue, expressed her pleasure with the recent AA Credit Rating that the Village Received.

Frank Curtin, 420 Fire Island Avenue, reiterated commendations to the Village for the great achievement regarding the AA Credit Rating, and asked about the Fire Parade, which includes all Fire Departments in the Town of Babylon.
