work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 15, 2019.  On the motion of Trustee Silvestri, seconded by Trustee Davida and unanimously carried, the meeting opened at 4:17 p.m.

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant Suffolk County Girl Scout Brownie Troop #1238 permission to use the Village Hall Board Room for the Mother–Daughter Yoga event on Sunday, January 20th, 2019 from 11:00 am to 12:00 Noon.  This permission is granted contingent upon timely receipt of required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.

On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried the meeting adjourned at 6:30 p.m.

A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 22, 2019. On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:10 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the work session closed at 7:25 p.m.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the Board entered into Executive Session at 7:26 p.m. to discuss sensitive properties.

On the motion of Trustee Silvestri, seconded by Trustee Davida and unanimously carried the Executive Session closed at 8:04 p.m. and the meeting adjourned.

Regular meeting of the Board of Trustees opened at 8:05 p.m.

The Pledge of Allegiance was led by Trustee Adams.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the January 8th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated January 21, 2019:

At the regular monthly meeting of the Fire Council held January 15, 2019, the Fire Council took the following actions and we await your approval:

Took off Sick Leave with Medical Clearance:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to destroy the application for residential tree planting forms submitted from 1988 to 1999, effective January 23, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to hold the 2019 events, with sidewalk access, as per the attached.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as signed and notarized ‘Hold Harmless’ agreements.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Poll Inspectors and Alternates for the Village Election to be held March 19, 2019, as per the attached list.  Payment for the day will be $160, with an additional $10 for the chairperson at each Election District.  Poll Inspectors must be a resident of the Village of Babylon or within the Township of Babylon.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached intermunicipal agreement for shared services between the Board of Education of the Babylon Union Free School District and the Village of Babylon, for a term of July 1, 2018 through June 30, 2019.   [Contract #1468]

Trustee Silvestri commented that the Conklin House Committee is busy working on the ‘Dinner for Eight’ event to be held March 23rd, 2019.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Board of Trustees or a majority thereof shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 19, 2019, at the Municipal Building, 153 West Main Street, Babylon, New York, between the hours of 3:00 pm and 7:00 pm.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2019-2020 Tax Year:

Residential Capital Exemptions in the amount of 2,864 in assessed value, and approve additional applications in the amount of 1,970 in assessed value, as per the attached.  The total assessed value of Residential Capital Exemptions for 2019/2020 is  4,834, which is an increase of 1,558 from the prior year.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to renew residence of Clergy Exemptions in the amount of 1,500 in assessed value, and approve additional applications in the amount of 1,500 in assessed value, as per the attached.  The total assessed value of Clergy Exemptions for 2019/2020 is 3,000, which is an increase of 1,500 from the prior year.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to renew Disability Exemptions for the 2019-2020 Tax Year with an assessed value of 2,712.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2019-2020 Tax Year:

Alternative Veterans Exemptions in the amount of 122,171  in assessed value, and approve additional applications in the amount of   4,810   in assessed value.  Total Alternative Veterans (Combat & Non-Combat combined) Exemptions for the 2019-2020 Tax Year are   126,981   in assessed value as per the attached, which is an increase in the amount of  798  in assessed value from 2018. 

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2019-2020 Tax Year:

Eligible Funds Veterans’ Exemptions in the amount of   23,250   in assessed value, and renew exemptions in the amount of   243,925   in assessed value, as per the attached. 

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED that the Receiver of Taxes for the Village of Babylon be authorized to close the Tax Year 2018-2019 on January 22, 2019, and return the tax roll and warrant as required by Section 1426 of the Real Property Tax Law.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the resignation of Kenneth Sawicki as a Highway Laborer effective January 6, 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the following warrant for January 22, 2019:

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove and replace on the Tax Roll for the 2019-2020 Tax Year:

Senior Citizens Exemptions in the amount of   98,175   in assessed value, and approve additional applications in the amount of _1,485_ in assessed value, as per the attached.

The total assessed value of Senior Citizen Exemptions for 2019/20 is   99,660 , which is a decrease of   4,530   from the prior year.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
