A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, January 12h, 2016.  On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried, the meeting opened at 7:08 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 8:00 p.m.

 

REGULAR MEETING OF THE BOARD OF TRUSTEES

OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

Regular meeting of the Board of Trustees opened at 8:05 p.m.

The Pledge of Allegiance was lead by Trustee Amelia.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the December 8th, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.

Mayor Scordino welcomed new Eagle Scout Scott Sgueglia, who explained his Eagle Scout project in which he directed others in planting beach grass plugs at the Village Pool to prevent erosion.  The Mayor expressed his appreciation to Scott on this very successful project and presented him with a pin and Special Proclamation.

The Deputy Clerk read the letter from the Fire Department dated December 18th, 2015:

At the regular monthly meeting of the Fire Council held December 15, 2015, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to dispose of the attached records from the Treasurer’s Office as per the NYS Archives Record Retention Schedule MU-1.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Nancy Iglesia Gillen to the Architectural Review Board for a three year term which will be January of 2019.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to Babylon Breast Cancer Coalition to maintain temporary signs at various merchants throughout the Village, from February 8th to March 6th, 2016, to advertise their Murder Mystery Dinner Show Fundraiser.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Christopher King as a Highway Laborer, effective December 26, 2015.

Trustee Basile commented that the Conklin House is busy preparing for many exciting upcoming events;  Be sure to check the Beacon for information.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of Michael Markoulis as a Sanitation Laborer effective January 2, 2016.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Beautification Society to use Argyle Park and the Gazebo area for the 2016 Annual Country Fair to be held on Sunday, September 18th, 2016, with a rain date of Sunday, September 25th, 2016, including permission for the use of the Trolley on fair day.  This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, June 23, 2015, to hear the application of Bouler Pfluger Architects representing Frank Bragaglia and Brad Wilson to open a Public House Restaurant at 111 Deer Park Avenue, and

WHEREAS the application was approved at the regular meeting of the Board of Trustees held July 14, 2015,

BE IT HEREBY RESOLVED to accept and adopt the Covenants & Restrictions for Babylon Public House Restaurant, 111 Deer Park Avenue, as per the attached.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Treasurer of the Village of Babylon be directed to hold a Tax Sale at the Municipal Building at 153 West Main Street, Babylon, New York, on Saturday, the 27th of February, 2016, at 10:00 a.m.

Trustee Amelia announced that applications for summer jobs will be available the week of the February school break.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to increase the annual salary of Anthony Nunez $1,000, effective December 4, 2015.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the Babylon K-6 PTA to maintain temporary signs at various merchants in the Village, from January 15th to March 19th, 2016, to advertise the fundraiser basketball game with the Harlem Wizards.

On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, it was

RESOLVED to grant permission to the Babylon Junior-Senior High School to use the South field on Locust Avenue on Friday, April 29, 2016, at 7:00 p.m., to host the Fifth Annual Peter Figoski Memorial Softball Game. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, it was

RESOLVED to issue a pro-rated refund in the amount of $55.00 to Catherine Starling for the return of a non-resident reserved parking sticker.

On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, it was

RESOLVED to approve the following warrant for January 12, 2016:

On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, it was

RESOLVED to hire George Burke as full-time custodian with an annual salary of $21,320, effective November 9, 2015.

On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, it was

RESOLVED that All Shore Marine Construction will perform the ice breaking services for the Village of Babylon for $100.00 per hour, as needed.  The Village will provide a usable boat berth near the area.  At the end of the season, the Village will pay for the reconditioning of the prop, if necessary, for a value not to exceed $1,200.00.

On the motion of Mayor Scordino, seconded by Trustee Muldowney, and unanimously carried, it was

RESOLVED to grant a license to the following applicant(s) to drive a taxi cab for Sunset Taxi in the Village of Babylon:                      Shujon Talookdar                    Pierre Theodore

Mayor Scordino made the following announcement:

Village of Babylon offices will be closed and there will be no rubbish or garbage pick-up on Monday, January 18, 2016, in observance of the Martin Luther King Day Holiday.

Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regularly scheduled rubbish / recycling day.

The meeting was opened to the public; no one addressed the Board.
