A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, February 9th, 2016.  On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:19 p.m.  On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, the meeting adjourned at 7:45 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES

OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

153 WEST MAIN STREET, BABYLON, NEW YORK,

ON TUESDAY,

Regular meeting of the Board of Trustees opened at 8:06 p.m.

The Pledge of Allegiance was lead by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the January 26th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,

WHEREAS a Bid Opening was held on Thursday, January 28, 2016, for the Supply of Precast Utility Vaults,

BE IT HEREBY RESOLVED to award the bid to:

with a bid amount of $39,800.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to Bicycle Shows U.S. to hold their annual ‘Ride to Montauk’ bicycle event from the Babylon Long Island Railroad Station to Montauk on Saturday, May 21, 2016.  Set-up will begin the afternoon of Friday, May 20th, and be gone by Sunday afternoon, May 22nd.  This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Nicholas Luongo as a part-time Highway Laborer with a salary of $8.50 per hour effective January 22, 2016.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue a pro-rated refund in the amount of $225.00 to Michele Romano for the return of Reserved Parking Sticker # 403.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to Jason Barach of Edible Arrangements to maintain a 14”x16’ temporary sign on the building located at 80A West Main Street, for 30 days from the date of Board of Trustees Approval.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried,

WHEREAS  a Bid Opening was held on Thursday, January 28, 2016, for the Requirements Contract for Drainage Work,

BE IT HEREBY RESOLVED to award the bid to:

The total bid amount from Roadwork Ahead is $247,150; they are the lowest responsible bidder on the line items to be used in the projected work for the upcoming year, as per the attached.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Fasco Asphalt Paving, Inc., for the return of an unused Bid Specifications Book [for the bid for the Drainage Work Requirements Contract.]

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the assessment on the 2016 Tax Roll for 65 Lucinda Drive, (Section 18 / Block 1 / Lot 39), as per the attached Assessor’s Petition.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried,

WHEREAS  a Bid Opening was held on Thursday, February 4, 2016, for the Purchase or possible lease of a 3.7 cu yd Rubber-tired Wheel Loader (with trade-in of 2.25 cu yd Kawasaki Wheel Loader),

BE IT HEREBY RESOLVED to award the bid to:

Trustee Basile announced the upcoming event at the Conklin House, ‘A Taste of Ireland’, which will be held on March 15th, 2016, and feature homemade Irish fare, provided by Lily Flanagan’s.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for February 9, 2016:

RESOLVED to grant a license to the following applicant(s) to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:          Berman Henriquez

Mayor Scordino made the following announcements:

The Board of Trustees of the Village of Babylon will hold a Public Hearing at 153 West Main Street, on Tuesday, February 23, 2016, at 7:00 pm to consider the adoption of the following Local Laws:

Local Law #1 of 2016   (pertaining to a property tax levy in excess of the limit established in General Municipal Law §3-C.)

Local Law #2 of 2016  (pertaining to Boat storage in front yard.)

Local Law #3 of 2016  (pertaining to Landscapers.)

Local Law #4 of 2016  (pertaining to Hoverboards.)

Complete text of the above Local Laws will be available in the Office of the Village Clerk as of Thursday, February 11, 2016.

Please be advised that Summer Job Applications will be available in the Mayor’s Office starting on Tuesday, February 16, 2016.  Applicants for summer jobs must be at least 16 years old.  However, applications will be accepted for residents 15 years of age, and these applications will be kept on file and only used if additional students are needed.

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, February 15th, 2016, in observance of the Presidents’ Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regularly scheduled rubbish / recycling day.

The meeting was opened to the public;

        Tim Hague, 460 So. 15th Str., Lindenhurst; asked if the Village of Babylon could do anything to prevent the Swans from being eradicated by the D.E.C.

        Henry Dittmer, P.O. Box 203, Brightwaters; requested that the Village send letters to Gov. Cuomo and the D.E.C. to protest the killing of swans.

–    Frank Curtain, 420 Fire Island Ave., asked about the Drainage Contract awarded, the    Local Law regarding Landscapers, and the Precast Utility Vaults.
