A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, February 26, 2019.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:30 p.m.  On the motion of Trustee Silvestri, seconded by Trustee Adams and unanimously carried the work session closed at 7:40 p.m.  On the motion of Trustee Silvestri, seconded by Trustee Davida and unanimously carried, the Board entered into Executive Session at 7:41 to discuss sensitive properties. On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the Executive Session closed at 8:00 and the meeting adjourned.

Regular meeting of the Board of Trustees opened at 8:03 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the February 12th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated February 24, 2019:

At the regular monthly meeting of the Fire Council held February 19, 2019, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to remove the exemptions as per the attached Assessor Petitions and RP-552 and bill the new owners the Exempt Property Restoration for the Tax Year(s) as indicated on the attached chart.

Trustee Adams commented that the Summer Concerts have been scheduled for the 2019 season and announced the “Babylon’s Got Talent” night at the Argyle Theater in April; a portion of the proceeds will go to the Save the Great South Bay program.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

Trustee Silvestri announced the Art Talk at the Conklin House on March 5th and that raffles will be available starting March 1st for the Conklin House ‘Dinner for Eight’ to be held March 23.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Babylon Lions Club to maintain temporary signs at various storefronts in the Village from February 26th to April 5th, 2019, to advertise their 51st Annual Pancake Breakfast to be held on Sunday, April 7th, 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to Michael Tenety to maintain 12” x 18” temporary signs at various addresses in the Village from February 25, 2019 to March 20, 2019, regarding the upcoming Village Election on March 19, 2019.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law #2 of 2019, pertaining to Chapter 365, Article IV, Section 20, Subsection C; Retail Business Districts; building heights on Railroad Avenue and Depot Place between Deer Park Avenue and North Carll Avenue,

and therefore,

BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, February 12, 2019,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #2 of 2019, is HEREBY ADOPTED as:

Local Law 2 of 2019, pertaining to Chapter 365, Article IV, Section 20, Subsection C; Retail Business Districts; building heights on Railroad Avenue and Depot Place between Deer Park Avenue and North Carll Avenue.

WHEREAS a Public Hearing was held on Tuesday, February 26, 2019,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #4 of 2019, is HEREBY ADOPTED as:

Local Law 4 of 2019, pertaining to a Property Tax Levy in excess of the limit established in General Municipal Law § 3-c.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, March 12, 2019, to consider the application of Luisa Olivera of NZ-Grei to open a Bakery / Café at 134 North Carll Avenue, the former location of Fire Island Shave Ice.  Copy of application and plans will be available in the Office of the Village Clerk beginning February 28, 2019.

Mayor Scordino made the following announcements:

A Bid Opening is scheduled for Thursday, March 21, 2019, at 9:30 a.m., for Marble Dusting at the Village Pool.  Bid specs will be available in the Office of the Village Clerk, between the hours of 9:00 a.m. and 5:00 p.m., beginning Thursday, March 7th, 2019.

A Bid Opening is scheduled for Thursday, March 14, 2019, at 9:30 a.m. for Plastic Bags.

Bid specs will be available in the Office of the Village Clerk, between the hours of 9:00 a.m. and 5:00 p.m., beginning Thursday, February 28, 2019.

The meeting was opened to the Public; no one addressed the Board.

Meeting adjourned at 8:15 p.m.
