A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, February 26, 2013.  On the motion of Trustee Muldowney, seconded by Trustee Davida, and unanimously carried, the meeting was opened at 4:00 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Davida, and unanimously carried, the meeting was adjourned at 4:40 p.m.

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was lead by Trustee Amelia

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  approve the minutes of the February 12, 2013 regular Board meeting and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department:

At the regular monthly meeting of the Fire Council held February 19, 2013, the Fire Council took the following actions and we await your approval:

  1. Placed Douglas Hefter of the Hook & Ladder on sick leave as of February 10, 2013.
  2. Took Dawn Losee of the Rescue Squad off sick leave as of January 10, 2013 with medical clearance.
  3. Placed Anthony Rizzo of the Electric Hose on sick leave as of January 24, 2013.
  4. Took Anthony Rizzo of the Electric Hose off sick leave as of February 11, 2013 with medical clearance.
  5. Placed Timothy Bridges of the Electric Hose on sick leave as of January 25, 2013.
  6. Took Timothy Bridges of the Electric Hose off sick leave as of February 13, 2013 with medical clearance.
  7. Took Barbara Gombert-McKenna of the Phoenix Hose off sick leave as of February 14, 2013 with medical clearance.
  8. Took Barbara Maier of the Argyle Hose off sick leave as of January 18, 2013 with medical clearance.
  9. Took Robert Santos of the Argyle Hose off sick leave as of February 15, 2013 with medical clearance.

10.  Placed James Bagliavio of the Sumpwams Hose on sick leave as of January 25, 2013.

11.  Took James Bagliavio of the Sumpwams Hose off sick leave as of February 4, 2013 with medical clearance.

12.  Accepted, with regret, the resignation of FFE Coleen Pisciotta as of February 16, 2013.

13.  Accepted, with regret, the resignation of FFE Angeline Sfoglia as of February 16, 2013.

14.  Changed the status of David Grimm of the Electric Hose from Senior Active Member to Senior Inactive Member.

15.  Accepted Jeffrey Thompson Jr. as a Probationary Member of the Sumpwams Hose.

16.  Accepted Michael Vadala Jr.as a Probationary Member of the Sumpwams Hose.

17.  Accepted Michael Clifford as a Probationary Member of the Phoenix Hose.

 

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO:  accept the Fire Department actions as read.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  to approve the following warrant for February 26, 2013

General Account:

$   144,980.50

Golf Course Account:

         1,740.06

Total General Fund:

$   146,720.56

Trust Fund:

         4,410.65

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  grant permission to Babylon Village Arts Council to use Argyle Park, east of the memorial, for a free puppet show from 1:30 to 2:30 pm (not including setup and breakdown) on July 14, 2013, with a rain date of July 20, 2013.  This will involve setting up a tent and stage and the use of a generator for sound system needs.

Trustee Basile made the following announcements regarding some of the upcoming events at Conklin house:

The weekend of April 19, 2013 there will be an art show featuring works of local artist Elizabeth Karoley.

The annual plant sale will be held the weekend of April 27, 2013.

There will be an afternoon tea party with a guest speaker on May 26, 2013.

 

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO:  grant permission to St. Paul’s Reformed Church to hold a dawn worship service at the Argyle Park Gazebo on Easter Sunday, March 31, 2013, at 6:00 am.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TOre-hire the following as part time Starters at the golf course effective March 1, 2013;

Trustee Muldowney announced that the golf course is scheduled to open March 11, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED TO:  hire Luis R. Medrano, Jr. as a part time sanitation laborer with a salary of $8.50 per hour effective February 11, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED TO:  dispose of the following records as per the New York State archives records retention schedule MU-1 (pgs 67, 68):  Periodic and Preliminary payroll through the year ending 2002.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED TO:  grant permission to Game Hut Video Games, 99 Deer Park Ave., to set up a table with sale items and balloons on the brick walkway in front of the store on Saturday, March 9, 2013, from 10:00 AM to 4:00 PM, to celebrate their 1st Anniversary in Babylon Village.

Trustee Amelia announced that applications for summer employment are currently available at the Village Hall and that no applications will be mailed to former summer employees.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  accept the attached agreement with the New York State Department of Agriculture regarding the Asian Longhorned Beetle Eradication Program.

Mayor Scordino announced the following Bid Awards:

Whereas a bid opening was held on Thursday February 14, 2013 at 9:30 am for the Village Pool Restoration Work

BE IT RESOLVED to award Contract #1 (Roofing) to:

As the lowest responsible bidder, with a bid amount of $ 54,010.

Whereas a bid opening was held on Thursday February 14, 2013 at 9:30 am for the Village Pool Restoration Work

As the lowest responsible bidder, with a bid amount of $ 275,000.

 

Meeting opened to the Public:

Ron Camillieri, 100 Cedar Lane, addressed the Board with concerns regarding street flooding, particularly at the corner of Reid and Cedar Lane, as well as the corner of Cedar Lane and White Birch Drive.

Sandra Levine, 10 Araca Road, also spoke of the severe street flooding problems and suggested more regularly scheduled maintenance and cleaning of storm drains.

Lisa Palazzolo, 28 Yatch Club Road, questioned the Board as to the approval of the size and display of the sign at the Babylon Beach House; if permits were issued approving additions being made to the building; and if there are minutes from the Planning Board meetings.

Marlene Hahn, 160 Queens Ave., West Babylon, expressed concern that the sign for the Babylon Beach House creates an obstruction of view for area residents.

Adam Knoth, 75 Cedar Lane, questioned the process for dividing state allocated money and inquired as to how the Village determines where to use the money.
