A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, February 5, 2013.  On the motion of Trustee Davida, seconded by Trustee Muldowney, the meeting was opened at 4:35 PM. 

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO:  grant permission to the Post Office Cafe to have a live band perform on Friday, February 22, 2013.

On the motion of Trustee Muldowney and seconded by Trustee Amelia, the meeting was adjourned at 6:40 PM.

A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, February 12, 2013.  On the motion of Trustee Muldowney, seconded by Trustee Amelia, the meeting was opened at 7:16pm.  There were no resolutions adopted. On the motion of Trustee Muldowney and seconded by Trustee Davida, the meeting was adjourned at 7:40pm.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  approve the minutes of the January 22, 2013 regular board meeting and dispense with the reading of the same.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  issue a refund in the amount of $210.00 to Anthony J. Heckelman as he gave up his Reserved Parking Spot #665 on February 4, 2013.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  grant permission to St. Joseph Church to have a ‘LIVE STATIONS OF THE CROSS’ on Good Friday, March 29, 2013, from 1:15 PM until approximately 3:00 PM.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  amend the effective date of the following appointments to be February 12, 2013:

Jeannine Finelli:   Deputy Village Clerk, Secretary to the Board of Trustees, and Deputy Registrar

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO:  dispose of the following records as per the New York State archives records retention schedule MU-1:  Account Payable Posting report books dated 1999 through 2004.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO:  grant permission to the Babylon Tuna Club to host their 57th Annual Tuna Tournament the weekend of August 8th -11th, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO:  terminate Shawn Aaron as a full time Sanitation laborer, effective January 11, 2013.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO:  hire Norris Manago as a part time Sanitation Laborer with a salary of $8.50 per hour, effective February 6, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED TO:  increase the salary of Marietta Menchini .25¢ per hour effective February 2, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED TO:  terminate Deborah Shea, effective 12/22/2012.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED TO:  issue refund totaling $354.35 for court ordered assessment reduction settlement on the attached property for the 2012-2013 tax year, as per the attached 

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED TO:  issue refund in the amount of $1,098.19, for decrease in assessment settlements on:

Section 16       Block  2     Lots 31, 32, and 33        for the 2007-2012 tax years as per the attached

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED TO:  approve the following warrant for February 12, 2013

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED TO:  accept the resignation of Kenneth Berg as a Sanitation Laborer, effective February 1, 2013.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED TO:  issue refund totaling $2,559.01 for court ordered assessment reduction settlements on the attached properties for the 2012-2013 tax year, as per the attached.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED TO:  issue a refund in the amount of $18.30 for overpayment of taxes on

Section 22  Block 3  Lot 63, 0 East Court.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED TO:  issue a refund in the amount of $39.36 for overpayment of taxes on the following property:

Section 18  Block 1  Lot 15.2, 160 Cedar Lane

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  grant Salvatore Argano, Jr. a license to drive a Taxi for Lindy’s Taxi in the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Basile and unanimously carried, it was

RESOLVED TO:  grant Philip Carrigan a license to drive a taxi for Sunset Taxi in the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED TO:  grant Hector Morales a license to drive a taxi for Sunset Taxi in the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

Whereas a bid opening was held on Thursday January 31, 2013 at 9:30 am for Bulkhead Replacement at the Village Pool

BE IT RESOLVED TO award the bid to:

as they were the lowest responsible bidder.

Entering into contract is contingent upon FEMA approval.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried,

Whereas a bid opening was held on Thursday February 7, 2013 at 9:30 am for Concrete Retaining Wall and Decking at the Village Pool

BE IT RESOLVED to award the bid to:

as they were the lowest responsible bidder.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED TO:  enter into contract with ABS Pump Repair, Inc. for the pool pump replacement project, with a proposed price of $10,772.10.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

Whereas a Public Hearing was held on February 12, 2013, be it hereby enacted the following local law is

HEREBY ADOPTED:    Local Law #1 of the year 2013 authorizing a property tax levy increase in excess of the limit established in General Municipal Law §3-c, which is 2%

On the motion of Mayor Scordino, seconded by Trustee Basile and unanimously carried

Whereas a Public Hearing was held on February 12, 2013, be it hereby enacted the following local law is

HEREBY ADOPTEDLocal Law #2 of the year 2013 amending Chapter 43 of the Village Code pertaining to procurement and bid awards

Mayor Scordino made the following announcements:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, February 18, 2013, in observance of the Presidents’ Day Holiday.

Just a reminder- Residents cannot put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish/recycling day.

Please be advised that Summer Applications will be available in the Mayor’s office starting on Tuesday, February 19, 2013.  Applicants for summer jobs must be at least 16 years old.  However, applications will be accepted for residents 15 years of age, and these applications will be kept on file and only used if additional students are needed.

Mayor Scordino commended the Highway department, their staff and the sanitation workers who helped clean the streets during the blizzard.  Compared to some of the other villages, Babylon rose to the occasion and became a model for Long Isand.  This had a lot to do with the leadership of Skip Gardner and Scottie Glenn; they did a great job.

Meeting opened to the Public:

Mr. Frank Curtin of 420 Fire Island Avenue, had questions regarding: court ordered reduction settlements, cost of the pool bulkhead replacement and concrete retaining wall, the pool pump replacement and Local Law #2.

Meeting adjourned at 8:20 PM.
