A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, February 4, 2014.  On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, the meeting opened at 4:00 p.m. On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 5:35 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the January 28th, 2014 regular meeting of the Board of Trustees and dispense with reading of the same.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for February 11, 2014:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to dispose of the following records as per the New York State archives records retention schedule MU-1:     2011 Boat Berth Applications

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refunds in the amount of $50.00 to each of the applicants listed below for the return of two (2) ZBA signs for partial refund:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the resignation of Samuel Abedin as a Highway Laborer effective February 1, 2014.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $12,500, as per the attached signed Stipulation of Settlement on Section 5, Block 3, Lot 80;  30-80 Ralph Avenue.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Michael Greene Great Guy Foundation to maintain temporary signs from February 12th to March 1st, 2014, at various merchants in the Village, advertising their ‘Vegas Game Night’ fundraiser.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue refund in the amount of $70.00 to Thomas Gricka for changing from Reserved parking (decal #630) to Occasional Use parking (decal # 869).

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to approve the filing of an application for State Funding for the S.T.O.P. program.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Locust Avenue Parking Lot on Saturday, March 15, 2014, for approximately 5 hours, to sort and distribute Girl Scout cookies.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds in the amount of $25.00 to each of the applicants listed below for the return of one (1) ZBA sign for partial refund:

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refund in the amount of $100 to Richard Gany, 31 Annuskemunnica Road, for a ZBA Application.           

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Little League to hold the Opening Day Parade at 11:00 AM on Saturday, April 5th, 2014.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that Ralph A. Scordino, as Mayor of the Village of Babylon is hereby authorized and directed to file an application for funds with the State of New York Housing Trust Fund Corporation, and upon approval of said request to enter into and execute a project agreement with the State of New York Housing Trust Fund Corporation for such financial assistance to this municipality under the Community Development Block Grant Disaster Recovery Program.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to enter into agreement with the Town of Babylon from December 31, 2013 to December 31, 2016 for:

          East Beach Fire Protection, District No. 54

          West Beach Fire Protection, District No. 53

Mayor Scordino made the following announcements:

- Please be advised that Summer Applications will be available in the Mayor’s Office starting on Tuesday, February 18, 2014. Applicants for summer jobs must be at least 16 years old.  However, applications will be accepted for residents 15 years of age, and these applications will be kept on file and only used if additional students are needed.

- Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, February 17, 2014, in observance of the Presidents’ Day Holiday.

Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish / recycling day.

 

Mayor Scordino clarified the recent confusion over assessments by stating that elevating, repairing, or adding solar panels to homes would NOT increase the assessed value of the home.
