A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, December 6th, 2016.  On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting opened at 4:37 p.m.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting adjourned at 5:55 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES

OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

Regular meeting of the Board of Trustees opened at 8:03 p.m.

The Pledge of Allegiance was led by Trustee Basile.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to approve the minutes of the November 22nd, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to make Charles Ferris a full-time employee in the Highway Department with an annual salary of $29,120.00, effective December 5, 2016.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to St. Nicholas Greek Orthodox Church to use Argyle Park at 12:00 Noon on Sunday, January 8th, 2017, for the annual Blessing of the Waters.  This permission is granted contingent upon timely receipt of required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to appoint Richard Tesoro as a full member of the Planning Board for a five year term which will expire December of 2021.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried,

WHEREAS  a Bid Opening was held on Thursday, December 8th, 2016, for the Purchase of a Used Street Sweeper

BE IT HEREBY RESOLVED to award the bid to:

Environmental Equipment of Long Island

67 Hilton Ave., Suite D-19

Garden City, NY  11530

with a total bid price of $135,317.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for December 13th, 2016:

General Account:                    $  405,164.20

TOTAL GENERAL FUND:   $  405,164.20

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the salary of William Sharkey $1,000.00, effective December 6, 2016.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant the application of Thomas DelFrancesco of T.D. Vending Corporation to operate a Mister Softee Ice Cream Truck in the Village of Babylon for the 2017 season.

This permission is granted contingent upon timely receipt of required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement, and Driver Certification from the Suffolk County Vending Safety Program.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Todd Shaw to fulfill the unexpired Alternate Member of the Planning Board term of Richard Tesoro which will be to October 2019.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $146.00 to Crystal Logue-Boyd for fees associated with the dismissed application to the Zoning Board of Appeals for the property located at 47 Washington Street.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the resignation of George Smith as a member of the Planning Board effective December 1, 2016.

The Board of Trustees expressed their appreciation for the many years that George served as a member of the Planning Board and will miss his participation.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Kenneth Sawicki as a full-time Highway Laborer with an annual salary of $29,120.00, effective October 17, 2016.

Mayor Scordino made the following announcements:

-  Please be advised that there will be no second Board of Trustees meeting in December.

-  Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on  

    Monday, December 26th, 2016, and Monday, January 2nd, 2017, in observance of the   

    Christmas and New Year’s Day Holidays.

    There will be a special pick-up of Holiday wrappings, etc. (no recycling or large items) on  

    Tuesday, December 27th, for those regularly scheduled for Monday Rubbish pick up.    

    Residents should not put rubbish or recycling out to the curb on holidays.  These items 

    should be put out the following week on your regular scheduled rubbish/recycling day.

The meeting was opened to the public;

Frank Curtin, 420 Fire Island Avenue, commented on a newspaper article regarding Freeport’s new open/shut sewers to ease flooding and asked if Babylon Village was looking into that type of system as well.

Mayor Scordino wished Happy Holidays to all.
