REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM OF THE MUNICIPAL BUILDING 153 WEST MAIN STREET, BABYLON, NEW YORK ON TUESDAY,

SEPTEMBER 11, 2012

PRESENT: Mayor Ralph Scordino

Trustee: Kevin Muldowney

Trustee: Alice Vanderveldt

Trustee: Debbie Basile

Trustee: Tony Davida

Attorney: Joel Sikowitz

 

On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried

Mayor Scordino opened the work session at 7:05 p.m.

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried

The Board observed a moment of silence for the victims of September 11th.

Mayor Scordino adjourned the meeting at 7:55 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 RESOLVED TO: terminate the employment of John Mohr as a part time Sanitation employee effective August 1, 2012.

 On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 RESOLVED TO: appoint James Slack as Chairman of the Planning Board, his term of service remains the same.

 On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 RESOLVED TO: appoint Frank Seibert as a full time member of the Planning Board, his term of service remains the same.

 On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 RESOLVED TO: appoint Robert M. Waters as an alternate member of the Planning Board for a five year term which will expire in September 2017 .

  On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was    

 RESOLVED TO: hire Shawn Aaron as a full time Sanitation Laborer with an annual salary of $20,800 effective August 17, 2012.

 On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 RESOLVED TO: remove from the tax roll the following exempt property

Section   13     Block   2    Lot 33

60 South Carll Ave.  – formerly owned by Korte a Veterans Eligible Fund exemption in the amount of $2000 and bill new owner Bishop in the amount of $244.95 for 345 days

@ 0.71 cents a day for the 2012-2013 tax year.

 On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 RESOLVED TO: approve the following warrant for September 11, 2012

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 RESOLVED TO: terminate the employment of James Szwczyk as a part time Highway employee effective August 1, 2012.

 On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried

 WHEREAS a Public Hearing was held on June 12, 2012, be it hereby resolved approval is given to modify covenants and restrictions from August 25, 2009, in furtherance of completion of the condominium project on the corner of Park Avenue and North Carll Avenue.  Revised covenants to be prepared and filed with the County of Suffolk.

 On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 RESOLVED THAT: Ralph A. Scordino, as Mayor of the Village of Babylon is hereby authorized and directed to file an application for funds not to exceed the maximum allowable amount of thirty thousand dollars ($30,000.), and upon approval of said request to enter into and execute a project agreement with the New York State Unified Court System for such financial assistance to this Municipality for the Justice Court Assistance program.

 On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: issue a refund in the amount of $25.00 to Darrell Conway (for LJLJ Realty) for the return of one (1) ZBA sign for a partial refund.

 Trustee Davida reported that they had a great season at the pool this year.  Mayor Scordino thanked everyone for the great job they did at the pool  

 On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

 WHEREAS a Bid Opening was held on Thursday, August 23, 2012 for a New Pumper for Babylon Village Fire Department

 BE IT HEREBY RESOLVED TO: Award the bid to Hendrickson Fire Rescue Equipment located at 1026 Jericho Turnpike, Huntington Station, NY as they were the lowest responsible bidder.   

 On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

 WHEREAS a Bid Opening was held on Thursday, September 6, 2012 for Babylon Village Hall and Fire Department ADA Upgrade/Roof Restoration/Replacement Brick Facade Upgrade

 BE IT HEREBY RESOLVED TO: Award the bid for Contract NO. 1: ADA Upgrades to E&A Restoration Inc. as they were the lowest responsible bidder with a bid of $48,000.

 On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

 WHEREAS a bid opening was held on Thursday, September 6, 2012 for Babylon Village Hall and Fire Department ADA Upgrade/Roof Restoration/Replacement Brick Facade Upgrade

 BE IT HEREBY RESOLVED TO: Award the bid for Contract NO. 2: Roofing and Flashing to GTS Construction Corp. as they were the lowest responsible bidder with a bid of $115,000.

 On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

 WHEREAS a bid opening was held on Thursday, September 6, 2012 for Contract NO. 3: for Babylon Village Hall and Fire Department ADA Upgrade/Roof Restoration/Replacement/Brick Facade Upgrade

 BE IT HEREBY RESOLVED TO: Award the bid for Contract NO. 3: Repointing & Refacing to DM Restoration Inc. as they were the lowest responsible bidder with a bid of $176,214.00.

 On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

 WHEREAS a Bid Opening was held on Thursday, July 12, 2012 for the Village of Babylon Golf Course Clubhouse

 BE IT HEREBY RESOLVED TO: Award the bid for Contract NO. 3: Modular Building to Williams Scotsman Inc. as they were the lowest responsible bidder with a bid of $243,092.00.

 On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

 WHEREAS a Bid Opening was held on Thursday, July 12, 2012 for the Village of Babylon Golf Course Clubhouse

 BE IT HEREBY RESOLVED TO: Award the bid for Contract NO. 1: Foundation Contract to D.F. LTD as they were the lowest responsible bidder with a bid of $33,333. 

 On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

 RESOLVED TO: approve the following applicants a license to drive a taxi in the Village of Babylon Sunset Taxi:

 Mayor Scordino announced that Saturday, September 22nd is S.T.O.P. Day in the Village of Babylon.

 Mayor Scordino announced that there will be a Public Hearing on Tuesday, September 25th to consider the adoption of Local Law #3 of the year 2012.
