Board of Trustees May 10, 2016

A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, May 10th, 2016.  On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:08 p.m.  On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:44 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES

OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

153 WEST MAIN STREET, BABYLON, NEW YORK,

ON TUESDAY,

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was lead by Trustee Amelia.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the April 26th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the annual salary of George Burke $1000.00 for his position as custodian, effective May 9, 2016, having completed his six month probationary period in that position.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the attached be placed as liens on the 2016-2017 Tax Roll.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to maintain temporary signs from now until May 21st, 2016, at the locations listed to advertise the “Arts by the Falls”:

            Deer Park Avenue and Washington Street (by the Church)

            East Entrance into the Village

            By the intersection of John Street and Cooper Street

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for May 10th, 2016:

General Account:                    $ 154,038.58

TOTAL GENERAL FUND:   $ 154,038.58

TRUST FUND:                       $         100.00

TOTAL:                                 $154,138.58

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED that the starting salary for the Summer Youth Employment Program will be $7.25 per hour, except for those students who do special jobs which have more responsibility.

ALSO RESOLVED that the attached is the salary schedule for the Summer Youth Employment Program for 2016.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the Babylon Little League to use the Locust Avenue Baseball complex to hold a fundraiser “Hit-a-Thon”, on Sunday, May 22nd, 2016, from 2:00p.m. to 7:00 p.m.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed an ‘Additional Insured’, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to remove the exemption on the 2016/17 Tax Roll as per the attached Assessor’s Petition.   [Section 8 / Block 1 / Lot 163]

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to correct the appointment of Scott Glenn as Fire Inspector for a two-year term effective April 12, 2016, with an annual salary of $1,500.00, replacing Michael Sasuk.

Trustee Davida announced that the first day for swim lesson and pool registration is this Saturday, May 14th, between the hours of 9:00 a.m. and 12:00 Noon.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Duane R. Lewis as a part-time Sanitation Laborer with a salary of $8.50 per hour effective February 29, 2016.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Babylon Beautification Society to use the Village Garage on Saturday, November 26th and Sunday, November 27, 2016, for preparation and distribution of the decorations for the lamppost decorating.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed an ‘Additional Insured’, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the Greater Long Island Running Club to stage their 10K Suffolk Training Run on Thursday, July 28th, at 6:30 p.m., meeting at the Tennis Courts and proceeding on the Southard’s Pond Trail. This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed an ‘Additional Insured’, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, May 10th, 2016, be it hereby enacted that the following Local Law is HEREBY ADOPTED:

Local Law #7 of the year 2016 to repeal Local Law #1 of 2016, which was a local law authorizing a property tax levy increase in excess of the limit established in General Municipal Law § 3-C.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant the request of the Babylon Village Chamber of Commerce to partially close the streets as indicated below, on Saturday, June 4th, 2016, during the Chamber’s ‘Spring Fling’. 

James Street – closed to traffic from the corner of Deer Park Avenue up to the second parking lot entrance on James Street (keeping the second entrance - across from 35 James Street - open)

Grove Street – closed to traffic from the corner of Deer Park Avenue up to Oak Place (keeping Oak Place open)

This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed an ‘Additional Insured’, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hire summer employees pre-season to work on registration for the pool at $7.25 per hour.

ALSO RESOLVED to hire summer employees pre-season to work on clean up of the pool, at $8.50 per hour, with changeover of duties occurring on June 24, 2016, with the opening of the pool.

Mayor Scordino read the following:

RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A COLLECTIVE BARGAINING AGREEMENT WITH UNIONIZED PART-TIME EMPLOYEES

WHEREAS, the Board of Trustees of the Village of Babylon, upon the report of  Counsel, has been advised that the Village bargaining team has negotiated terms for an initial  collective bargaining agreement with The Civil Service Employees Association, Inc., Local 1000 AFSCME, AFL-CIO, Incorporated Village of Babylon Part-Time DPW Unit, Suffolk County Local 852;

NOW THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Babylon, in accordance with the details of the May 9, 2016 Memorandum of Agreement, attached hereto, hereby ratifies same and directs the Mayor to enter into a contract consistent with the terms of the May 9, 2016 Memorandum of Agreement.

On the motion of Trustee Muldowney, seconded by Trustee Basile, the foregoing resolution was adopted by vote as follows:

Mayor Scordino read the following:

RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A COLLECTIVE BARGAINING AGREEMENT WITH UNIONIZED FULL-TIME EMPLOYEES

WHEREAS, the Board of Trustees of the Village of Babylon, upon the report of Counsel, has been advised that the Village bargaining team has successfully negotiated an extension to the collective bargaining agreement with The Civil Service Employees Association, Inc., Local 1000 AFSCME, AFL-CIO, Incorporated Village of Babylon Full-Time DPW Unit, Suffolk County Local 852;

NOW THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Babylon, in accordance with the details of the May 9, 2016 Memorandum of Agreement, attached hereto, hereby ratifies same and directs the Mayor to enter into a contract consistent with the terms of the May 9, 2016 Memorandum of Agreement.
