REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM OF THE MUNICIPAL BUILDING TUESDAY, MARCH 13, 2012 AT 8:00 P.M.

 

PRESENT: Mayor Ralph Scordino

Trustee: Kevin Muldowney

Trustee: Alice Vanderveldt

Trustee: Debbie Basile

Trustee: Tony Davida

 

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried

 

Mayor Scordino opened the work session at 7:08 p.m.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Basile and unanimously carried

 

Mayor Scordino adjourned the meeting at 7:55 p.m.

 

Regular meeting opened at 8: 00 p.m.

 

The Pledge of Allegiance was lead by Trustee Muldowney

 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: approve the minutes of the previous meeting and dispense with the reading of the same.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: grant permission to the religious leaders of St. Joseph Church to have

“Live Stations of the Cross” on Good Friday, April 6, 2012.  It will start at 1:15 p.m.and will end at approximately 3:00 p.m.; it will be attended by around 500 people.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: appoint Teresa Allar as Village Assessor, to fulfill the unexpired term of Hugo Mascari, with a salary of $7,000.00 annually, effective March 5, 2012.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: approve the following warrant for March 13, 2012

 

General Account:

$  251,514.17

Conklin House Trust:

$      1,306.16

Golf Course Account:

$    14,914.96

Total General Fund:

$  267,735.29

Trust Fund:

$      6,734.73

Total:

$   274,470.02

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: issue a refund in the amount of $140.00 to Nicholas Tanner, he moved from slip 32 on Main Dock to slip 17 on East Creek.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: hire Jennifer Mesiano, Mesiano Consulting, Inc., as grant writing consultant to the Village of Babylon, at a fee of $150.00 per hour, effective January 25, 2012.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: accept the resignation of Eileen Quinn as part time clerical in the Treasurer’s Office, effective March 9, 2012.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried

 

WHEREAS the Village of Babylon participates in the Community Development Block Grant Program administered by the Town of Babylon,

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Babylon authorizes the Mayor to enter into the attached agreement with the Town of Babylon. 

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: issue a refund in the amount of $25.00 to the following for the return of a ZBA sign for a partial refund:

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: accept the Assessor’s Petition attached for the 2012 Assessment Roll, for decrease in assessed value on the following property:

Section  7   Block  2   Lot  86

And be it resolved to issue refund as per the attached Stipulation of Settlement, in the amount of $1500.00 for the 2008 through 2011 tax years.

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: accept the Assessor’s Petition attached for the 2012 Assessment Roll, for decrease in assessed value on the following properties:

Section  10.01  Block  1  Lots  1, 2 & 3

Section  10.01  Block  2  Lots  1, 2 & 3

Section  10.01  Block  3  Lot    1

And be it resolved to issue refund totaling $15,000 for the 2000-2008 tax years.  First payment in the amount of $7,500 on or before July 15, 2012 and the reminder $7,500

on or before August 15, 2012.

 

Mayor Scordino read the Resolution to extend the Moratorium on Bar/Restaurants for an additional six (6) months.

The Board was polled and the Resolution was unanimously approved.

 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: approve the following applicant a license to drive a taxi cab in the Village of Babylon for Lindy’s cab.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: approve the following applicants a license to drive a taxi cab in the Village of Babylon for Sunset.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimnously carried

 

WHEREAS a Bid Opening was held on Thursday, February 23, 2012 for precast utility vaults

BE IT RESOLVED TO: award the bid to Oldcastle Pre-cast 114 Rocky Point Rd. Middle Island.

 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried

 

WHEREAS a Bid Opening was held on Thursday, February 23, 2012 for Supply Stormwater Treatment Filter Media

BE IT RESOLVED TO: award the bid to Clear Water Solutions LLN 1200 Union Turnpike, New Hyde Park.

 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously

carried

 

WHEREAS A: Public Hearing was held on Tuesday, March 13, 2012

 

BE IT HEREBY ENCATED, after a Public Hearing held on March 13, 2012.

 

The following Local Law is hereby adopted

 Local Law #1 of 2012 which is a Local Law authorizing a property tax levy increase in excess of the limit established in General Municipal Law §3-C.

The Board was polled the Local Law was approved unanimously.

 

Mayor Scordino announced that there will be 2 Public Hearings on Tuesday, March 27, 2012.
