 REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM OF THE MUNICIPAL BUILDING,

153 WEST MAIN STREET, BABYLON, NEW YORK ON TUESDAY,

 AUGUST 9, 2011

PRESENT: Mayor Ralph Scordino

Trustee: Kevin Muldowney

Trustee: Tony Davida

Trustee: Debbie Basile

Attorney: Joel Sikowitz

Absent: Trustee Alice Vanderveldt

 On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried

 Mayor Scordino opened the work session at 7:17 p.m.

 On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried

 Mayor Scordino adjourned the meeting at 7:55 p.m.

 Regular meeting opened at 8:00 p.m.

 The Pledge of Allegiance was lead by Trustee Davida

 On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: hire Rashon Cooper as a full time Sanitation Laborer with an annual salary of $20,800, effective July 18, 2011.

 On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: approve the following warrant for August 9, 2011

General Fund:  $209,846.16

Conklin House Trust     $       395.00

Golf Course Account:   $    1,896.64

Total General Fund:      $212,137.80

Total:                            $212,137.80

 On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried it was

 RESOLVED THAT: TD Bank be designated as a depository for Village Funds in addition to those institutions already designated at the 2011 Organizational Meeting.

 On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: grant permission to the residents of Beachwood Drive to hold a block party on Saturday, August 20, 2011 from 2:00 p.m. to 11:00 p.m. with a rain date of August 21, 2011.The street will be blocked between Beachwood Drive and Hope Street.

 On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: grant permission to the residents of Pilcher Street to hold a block party on Saturday, September 10, 2011 from 3:00 p.m. to 11:00 p.m. with a rain date of September 17, 2011.  The street will be blocked between Livingston Ave. and Park Way.

 On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: issue a refund in the amount of $960.00 to Thomas Smith, he gave up his boat slip #21 in Argyle Basin.

 On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: issue a refund in the amount of $385.00 to Joseph Delucca, he gave up his boat slip #97 on Lewis Pond.

 On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 RESOLVED TO: increase the salary of Erik Hansen to $9.00 per hour, effective August 1, 2011.

 On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 RESOLVED TO: issue a refund in the amount of $250.00 to Vito Uneberg for an application to open a takeout restaurant that was filed with the Board of Trustees and withdrawn.

 On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 RESOLVED TO: grant permission to the residents of Strong Ave. to hold a block party on Saturday, September 10, 2011 from 1:00 p.m. to 11:00 p.m.  The street will be blocked between Deer Park Ave. and Siegel Blvd.

 On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 RESOLVED TO: grant permission to the residents of Smith Street to hold a block party on Saturday, September 3, 2011 from 11:00 a.m. to ll:00 p.m. The street will be blocked between Deer Park Ave. and William Street.

 On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 RESOLVED TO: grant permission to the residents of Cadman Ave. to hold a block party

On Saturday, August 13, 2011 from 1:00 p.m. to 9:00 p.m. with a rain date of August 14, 2011.  The street will be blocked between Locust Ave. and Park Ave.

 On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 BE IT HEREBY RESOLVED, that the calendars for the elected officials listed below, are hereby accepted as an accurate accounting of the average number of days worked per month per year.

And therefore

 BE IT RESOLVED, that the Village Board of Babylon, hereby establish standard workdays for the attached for the purpose of determining days establish worked reportable to the New York State and Local Employees’ Retirement system.

 The required three month calendar logs have been submitted.  Based on the calendar logs the number of days per month to be reported for appointee’s is shown on the attached chart.

 Also be it resolved the entries previously submitted as per resolution September 28, 2010, are corrected for the appointed officials on the attached chart:

 Trustee Davida reported that the swim meet was held at the Village Pool this past Saturday; over one hundred (100) kids participated in this event

 On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: issue a refund in the total amount of $175.00 to the following for the return of ZBA signs for a partial refund

 On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: return to the tax roll the following exempt properties:

Section  1    Block   1   Lot   18

37 Beachwood Drive, an Alternative Veterans non-combat exemption in the amount of $264.00 formerly owned by Avigliano and bill new owner Rivera for 6 days  @ $0.09 a day for a total of $0.54 for the 2011- 2012 tax year and also 365 days @ $0.09 a day for a total of $32.85 for the 2012-2013 tax year.

 Section  8    Block  1  Lot 168

10 Bradish Lane, an Alternative Veterans non-combat exemption in the amount of $264.00 formerly owned by Romanowski and bill new owner Tsokris for 365 days @$0.09 for a total of $32.85 for the 2012-2013 tax year.

 Section  20  Block  2   Lot  37

351 Little East Neck Rd., a Veterans Eligible Fund exemption in the amount of $300.00

formerly owned by Leli and bill new owner A Fish, A Frog and A Crab for a total of

63 days @ $0.10 a day for a total of $6.30 for the 2011-2012 tax year and also 365 days @ $0.11 a day for a total of $40.50 for the 2012-2013 tax year.

 On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried

 RESOLVED THAT: the Street lighting contract with the Town of Babylon be renewed for the year June 1, 2011, through May 31, 2012 @ the rate of $1,271.04 per month

($15,252.48 per year.)

 On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 RESOLVED TO: grant permission to the residents of Deer Pen/Gamecock Lane to hold a block party on Saturday, September 10, 2011 with a rain date of September 17, 2011.  The street will be blocked between Little East Neck Rd. and Gamecock Lane.

 On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

 RESOLVED TO: approve the following applicant for a license to drive a Taxi in the Village of Babylon for Lindy’s
