A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, August 14, 2018.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:15 p.m.

On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, the Board entered into Executive Session at 7:24 p.m. to discuss sensitive properties.

On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the Board returned to public session at 8:03 p.m. and the meeting adjourned.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARD ROOM,

Regular meeting of the Board of Trustees opened at 8:06 p.m.

The Pledge of Allegiance was led by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the July 24, 2018 regular meeting of the Board of Trustees and dispense with the reading of the same.

Mayor Scordino welcomed new Trustee Robyn Silvestri and wished her good luck in her new role as Trustee.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of Eleanor Rubino as a part-time clerk-typist in the Building Department effective July 21, 2018.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Chamber of Commerce to maintain a 4’x10’ temporary banner on the inside of the fence at the boat yard at the end of Rt. 231 for each of the events listed.  The banner would be installed two weeks prior to each event and removed the day after each event. [This permission is granted contingent upon approval from the owner of the property.]

                                    October 20th – Fall Festival

                                    October 27th – Safe Trick or Treat and Parade

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated to each of the applicants listed below for the return of ZBA sign(s) for partial refund:

Trustee Adams announced that tomorrow night, Wednesday, August 15th, is the Library Movie Night at the Gazebo.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Bruce Romanitch as a part-time parking meter officer with a salary of $10.50 per hour effective July 21, 2018.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the Chamber of Commerce to amend the dates [originally approved at the July 24, 2018 Board meeting] of the two Thursday evening ‘Family Fun’ Events in the Business District.  The new dates will be:  

Thursday, August 30th, 2018              (Rain date: September 6, 2018)

                        Thursday, September 20th, 2018       (Rain date: September 27, 2018)

These events will be held from 5:00 p.m. to 9:00 p.m. and will involve the following street closures:  Deer Park Avenue from Railroad Avenue to Main Street, and Fire Island Avenue from Main Street to the South entrance of the Carriage House parking lot.  The Chamber shall comply with its submissions to the Board which forms the basis for this approval. This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as signed & notarized ‘Hold Harmless’ Agreements from the Chamber of Commerce and any vendors that participate. 

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50 to Margaret Drew for the return of one Board of Trustees Public Hearing sign for partial refund.

On the motion of Trustee Silvestri, seconded Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the residents of Cockenoe Avenue to hold a Block Party on Sunday, September 23rd, 2018, from 12:00 Noon to 6:00 p.m. The street will be blocked between Deer Park Avenue and Wampum Road, subject to parking restrictions for emergency purposes.

On the motion of Trustee Silvestri, seconded Trustee Muldowney and unanimously carried, it was

RESOLVED to issue a refund in the amount of $25.00 to Stacy & John Dooling IV for overpayment of 2018/19 Taxes on the property located at 26 Greenmeadow Dr., #506.    [Section 010.2 / Block 01 / Lot 506]

On the motion of Trustee Silvestri, seconded Trustee Muldowney and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, August 14, 2018,

BE IT HEREBY RESOLVED to approve the application of Francine Pascone, Principal of Bunz, LLC, to open a bakery at 14-A Railroad Avenue, subject to Covenants and Restrictions to follow.

Trustee Silvestri commented that the Conklin House Steering Committee is busy planning the upcoming fall events; Friday, October 19th is the artist reception followed by the Apples & Arts Festival that weekend.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a refund in the amount of $410.00 to William T. Holgan for boat slip #13 at Lewis Pond for the 2018 Boat Season.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a pro-rated refund in the amount of $315.00 to Joseph Mullaney for subletting his boat slip on East Creek (#4094) for the remainder of the 2018 season.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Babylon Masonic Historical Society, Babylon Lodge No. 793, to use the Gazebo on Sunday, August 19th, 2018, from 1:30 p.m. to 3:30 p.m. for the presentation of a Masonic donation to the Shriners Children’s Hospital of America.  This includes an awards ceremony and an orchestra performance.  This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured” as well as a signed and notarized Hold Harmless agreement.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire James Cooper as a part-time sanitation laborer with a salary of $10.50 per hour effective July 9, 2018.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the following warrant for August 14, 2018:

Trustee Adams announced that the Snapper Derby Clinic will be held this weekend and the Snapper Derby will be the following weekend.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint Jim Kanzler as alternate member of the Planning Board to fill the unexpired term of Todd Shaw which is to December 2021, effective August 14, 2018.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS A Public Hearing was held on Tuesday, August 14, 2018,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #4 of 2018, is HEREBY ADOPTED as:

Local Law 4 of 2018, amending Chapter §365-9, to adopt the new zoning map that reflects changes made after March 1998.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Village of Babylon hold the annual S.T.O.P. (Stop Throwing Out Pollutants) Day on September 22, 2018 from 9:00 a.m.to Noon, with a paper shredding truck available to Village residents from 3:00 p.m. to 5:00 p.m.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicants to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:

Mayor Scordino made the following announcements:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, September 3, 2018 in observance of the Labor Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.

There will be no second meeting in August.

The meeting was opened to the public; no one addressed the Board.
