A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, August 11th, 2015.  On the motion of Trustee Muldowney, seconded by Trustee Amelia and unanimously carried, the meeting opened at 7:33 p.m.  On the motion of Trustee Basile, seconded by Trustee Amelia and unanimously carried, the meeting adjourned at 8:00 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES

OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

Regular meeting of the Board of Trustees opened at 8:03 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the July 28th, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $193.83 to Nations Title Agency Inc. for overpayment of taxes on 44 Tompkins Avenue, Section 17 / Block 1 / Lot 122.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the residents of Pilcher Street to hold a Block Party on Saturday, September 12th, 2015, from 12:00 p.m. to 11:00 p.m., with a rain date of September 19th, 2015.  The street will be blocked between Livingston Ave. and Parkway, subject to parking restrictions for emergency purposes.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for August 11, 2015:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the residents of Ketewamoke Avenue to hold a Block Party on Saturday, September 12th, 2015, from 3:00 p.m. to 11:00 p.m.  The street will be blocked between Deer Park Ave. and Wampum Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove the current exemption and restore full assessment to the property attached, and bill the new owner accordingly, for the Tax Year as indicated.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue a refund in the amount of $25.00 to Christian & Courtney Dyckman for the return of one (1) Board of Trustees sign for partial refund for the property located at 199 East Main Street.  (Section 10 / Block4 / Lot 55.2)

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to issue refunds totaling $112,000, to Cronin & Cronin Law Firm, PLLC, as per the attached Stipulation of Settlement for 494 Fire Island Ave., LLC, 494 Fire Island Avenue, Section 19/ Block 3 / Lots 52, 16.4 & 16.5, for the Tax Years 2009 through 2015.   Payments are to be made as indicated below:

1St Payment to be made by September 1, 2015:         $38,000

2nd Payment to be made by July 1, 2016:                   $37,000

3rd Payment to be made by July 1, 2017:                    $37,000

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to the Post Office Café to hold the 24th Annual 5K for MPS on Saturday, October 17, 2015.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “additional insured”.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED that the Village of Babylon hold the annual S.T.O.P. (Stop Throwing Out Pollutants) Day on September 26, 2015, from 9:00 AM to Noon, with a paper shredding truck available to Village residents from 3:00 PM to 5:00 PM.

Trustee Davida commented that Village swim lessons are officially over; approximately 250 people took lessons this year.  This past weekend there were over 100 participants in the annual swim meet. 

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the residents of Strong Avenue to hold a Block Party on Saturday, September 12th, 2015, from 1:00 p.m. to 11:00 p.m., with a rain date of September 19th, 2015.  The street will be blocked between Deer Park Avenue and Siegel Blvd., subject to parking restrictions for emergency purposes.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to increase John Farrelly’s rate of pay to $18 per hour, effective August 11, 2015, having completed his three month probationary period.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a pro-rated refund in the amount of $680 to Garry Giannandrea for boat slip #14 at East Creek, as he will not be using it this year.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicants to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicants to drive a taxi cab for Sunset Taxi in the Village of Babylon:         

Robert Donnelly          Jennifer Grinberg          Michael Gaudioso        Joseph Morale

Mayor Scordino made the following announcements:

– Please be advised that there will be no second Board meeting in August.

– Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, September 7th, 2015, in observance of the Labor Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.  These items should be put out the following week on your regular scheduled rubbish / recycling day.

– The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, September 8, 2015, at 7:00 p.m., to consider the application of Frank Genovas, to re-build and expand Francesco’s Restaurant, at 29 John Street.  Copy of the application and plans may be examined at the office of the Village Clerk, between the hours of 10:00 a.m. and 4:00 p.m. Monday through Friday.
