A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 9, 2019.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:45 p.m. On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the Board entered into Executive Session at 7:55 p.m. to discuss sensitive properties.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the Executive Session closed at 8:10 p.m. and the meeting adjourned.

Regular meeting of the Board of Trustees opened at 8:15 p.m.

The Pledge of Allegiance was led by Trustee Davida.

The Mayor introduced the Fire Chiefs and welcomed family members, ex-chiefs, and members of the Fire Department that were present.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the March 26th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the General Convention of the Fire Department dated April 4, 2019:

The annual meeting of the General Convention of the Babylon Fire Department was held at 8:00 PM on Thursday, April 4, 2019, as prescribed by Article III, Section 1 of the Department Bylaws.

The purpose of the Convention was to elect nominees for the office of Chief of the Department, First Assistant Chief, Second Assistant Chief and Third Assistant Chief.

The nominees receiving the plurality of votes were as follows:

            First Assistant Chief                           Joseph F. Fraccalvieri

            Second Assistant Chief                       Matthew Arundale

Please forward the results of the General Convention to the Village Board for their confirmation.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Carriage House to maintain a 2’ x 6’ temporary sign on the building located at 21 Fire Island Avenue from April 10th to May 10th, 2019, to advertise the Wednesday Lobster Bake.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to remove the exemptions as per the attached Assessor Petitions and bill the new owner(s) the Exempt Property Restoration for the Tax Year as indicated on the attached chart.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the resignation of Joseph Raftery as a part-time Highway Laborer effective February 28, 2019.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the G6pd Deficiency Foundation to hold an awareness fundraising event, Paddle N Pedal for the Bands, at the Babylon pool parking lot on Saturday, August 3rd, 2019 from 7:30 AM to 2:00 PM.  The G6pd Deficiency Foundation shall comply with its submissions to the Board which form the basis for this approval.

This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an ‘additional insured’, as well as a signed and notarized ‘hold harmless’ agreement from the G6pd Deficiency Foundation and any vendors that may participate.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried,

WHEREAS a Bid Opening was held on Thursday, March 21st, 2019, for the Municipal Pool Resurfacing,

BE IT HEREBY RESOLVED to award the bid to:

Gibbons Pools, Inc.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Village of Babylon will hold two (2) shredding events for our residents with Data–Struction Inc.:

The first Shred Day will be held on May 11, 2019, from 10:00 AM to 2:00 PM.

The second Shred Day will be held on September 21st, 2019, from 1:00 PM to 5:00 PM, following our S.T.O.P. Day from 9:00 AM to 12:00 NOON.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to appoint the Building Inspector, pursuant to Chapter 113 of the Code of the Village of Babylon, to make an inspection of 24 Paumanake Avenue, Babylon, NY, and report to the Village Board as to whether an unsafe or dangerous condition exists at such premises.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Chamber of Commerce to amend the street closures previously granted for the 2019 events listed below to include closing Deer Park Avenue to vehicle traffic just north of George Street up to Lily Flanagan’s.

            Saturday, June 1, 2019 – Spring Fling Arts & Music Festival

            Thursday, June 13, 2019 – Block Party

            Thursday, July 18, 2019 – Block Party

            Thursday, August 29, 2019 – Block Party

            Saturday, October 19, 2019 – Fall Harvest Festival

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the following warrant for April 9, 2019:

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a refund in the amount of $190.00 to Daniel DiStefano & Amanda Reilly for switching from 14’ wide boat slip #24 at Main Dock to 13’ wide boat slip #6 at East Creek.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire TaQwan Gooden-Hill as a part-time Sanitation Laborer with a salary of $10.00 per hour effective March 18, 2019.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law #5 of 2019, pertaining to Chapter 343 Uninspected & Unregistered Vehicles;

and therefore,

BE IT RESOLVED that the Board of Trustees has determined that this action will not have an adverse impact on the environment.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, April 9, 2019,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law 5 of 2019, is HEREBY ADOPTED as:

Local Law 5 of 2019, amending Chapter 343 Vehicles and Traffic, pertaining to Section 343-3A- Uninspected Vehicle and 343-3B. Unregistered Vehicle.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to adopt the 2019/2020 Annual Budget as proposed at the Budget Hearing on April 1, 2019, with a tax rate of 14.93% and a total expense of $11,289,566.

The Mayor proudly announced that this is the fifth year with no increase in the tax rate.

The Board thanked the Mayor, Treasurer Andrew Reichel, and the Budget Committee members for the hard work they put into preparing this budget.

Mayor Scordino made the following announcement:

Village Offices will close at Noon on Friday, April 19, 2019, in observance of Good Friday.

The meeting was opened to the Public; no one addressed the Board.

Meeting adjourned at 8:30 p.m.
