A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 21, 2015.  On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting opened at 4:03 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 4:35 p.m.

Regular meeting of the Board of Trustees opened at 8:03 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the April 14, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated April 24, 2015:

At the regular monthly meeting of the Fire Council held April 21, 2015, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Christopher Cullen as the Custodian of the Clock, effective April 30, 2015.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Carriage House to maintain a temporary sign, 4’x10’, on the building located at 21 Fire Island Avenue, from May 1st to May 31st, 2015, to advertise their Wednesday Lobster Bake Special.

Trustee Basile announced that the Conklin House will be hosting a plant sale from 11:00 a.m. to 3:00 p.m. on Saturday, May 9th, 2015.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Ami Patel, Wedding Coordinator, to have a traditional Indian wedding procession with a horse drawn carriage, on Friday, May 1st, 2015, between 4:00 – 4:45 p.m., beginning at the Village of Babylon Dock and concluding at the Venetian Yacht Club.

This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an Additional Insured.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for April 28, 2015:

General Account:          $149,310.33

Total General Fund:     $149,310.33

Trust Fund:                    $    3,754.89

TOTAL:                           $153,065.22

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $115.00 to Kelly & Sean Hartill for switching from boat berth #31 at Main Dock to #1 at S.E. Lewis.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to remove the current exemptions and restore full assessment to the properties attached, and bill the new owners accordingly, for the Tax Year(s) as indicated.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to Balbeer Singh of the Babylon Mini Mart to maintain a temporary banner, 3’ x 5’, on the building located at 134 N. Carll Avenue, until May 7th, 2015, or until approval by the Architectural Review Board.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to correct the resolution dated April 14, 2015, regarding the fee increase for Employee Parking permits.

The fee will increase to $35.00, effective June 1, 2015, to be distributed as follows:

The Village is to receive $20.00 per permit

The Chamber of Commerce is to receive $15.00 per permit.

**It will be the responsibility of the Chamber of Commerce to give an annual report to the Village Board of Trustees indicating how the income from these permits was allocated to enhance the Business District in the Village of Babylon.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:        Timothy Faranda

Mayor Scordino made the following announcements:

– The Board of Trustees of the Village of Babylon will hold a Public Hearing at 153 West Main Street, on Tuesday, May 12, 2015, at 7:00pm, to consider the application of Michael Sparacino, to open an express Café at 223 Deer Park Avenue.   Copy of the application and plans may be examined at the office of the Village Clerk, between the hours of 10:00 am and 4:00 pm Monday through Friday.

– Some of our residents who frequent the dog park on George Street organized an Earth Day clean-up of the Dog Park, playground and field on George Street.  This effort was led by Gigi Guerrieri of 115 Whaler’s Cove, with bags and gloves provided by the Village.  We are very grateful for the wonderful job done by these volunteers.

– Any special requests to the Village Board must be submitted three weeks prior to the event /  date requested in order to be considered.

Mayor Scordino presented a proclamation and gave a special acknowledgement of appreciation to Susan Wilk, who will be retiring in October from her position with the Cornell Cooperative Extension.  He thanked Ms. Wilk for all she has done for the Village of Babylon and explained the instrumental role she played in getting the Farmer’s Market up and running, and all the many positive contributions provided by Cornell, including the signage, ecological bags, and bike racks.

Joan Gilroy and Kristen Thurber, representatives of Cablevision, explained the Optimum Community Initiatives. As part of these initiatives, they presented a viewing of ‘Our Town” featuring Babylon Village.  Babylon Village is the sixth community to be featured in the Optimum Community Initiatives, and the second in Suffolk County. It was noted that the video, exemplifying the Village’s community spirit and pride, can be viewed at OptimumCommunity.net.  Mayor Scordino thanked all who participated in preparing and presenting the video.

Meeting was opened to the public; no one addressed the Board.
