A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 19th, 2016.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting opened at 4:05 p.m.  On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, the meeting adjourned at 5:10 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was lead by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the April 12th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Council dated April 20, 2016:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to increase the annual salary of Christine Becker $1,000.00, effective April 26, 2016, having completed her six month probationary period.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to grant permission to American Legion Post 94 to hold the annual Memorial Day Parade and Observance on Monday, May 30, 2016.  The parade will start at 11:00 am at Foster Boulevard and Deer Park Avenue, proceed south on Deer Park Avenue to Montauk Highway, then west to the Gazebo for the annual Memorial Day ceremony.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed an ‘Additional Insured’, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to correct the tentative roll as per the attached.  [Section 23 / Block 1 / Lot 4]

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to approve the following warrant for April 26, 2016:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Ladies Ancient Order of Hibernians to maintain temporary signs at various merchants in the Village from May 15th through June 15th, 2016, to advertise their “Taste of the Town” Event.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a medical leave of absence to Barry Holmes for approximately six weeks, effective May 3, 2016.

Trustee Basile announced that the Conklin House will be hosting a one-man Art Show, featuring the works of local artist Ed Lee, the weekend of May 13th to 15th, 2016.  The artist reception will be held Friday night and the artwork will be displayed Friday from 7:00pm to 9:00pm and Saturday and Sunday from 12:00 Noon to 3:00pm. 

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to St. Joseph’s Church to maintain temporary signs from      May 16th to June 12th, 2016, as indicated below to advertise the Thrift Shop Tag Sale.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant  permission to St. Joseph Parish to maintain a temporary banner, approximately 5’ x 8’, on the front lawn of the Nursery School at 39 North Carll Avenue, from May 22nd to June 19th, 2016, to advertise their Vacation Bible School to be held in August, 2016.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried,

BE IT RESOLVED, that the calendars for the appointed and elected officials listed on the attached chart, (if required) are hereby accepted as an accurate accounting of the average number of days worked per month per year.

And therefore,

BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish standard workdays for the purpose of determining days worked reportable to the New York State and Local Employees’ Retirement system:

All Elected and Appointed Officials:  5 day work week, six hour day

Mayor’s secretary, Treasurer, Village clerk, Village Justice Court, all clerical staff:

5 day work week, seven hour day

Superintendent of Public Works and laborer staff:   Five day work week, eight hour day.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Ronald Horley as a part-time golf course laborer with a salary of $8.00 per hour, effective April 9, 2016.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $400.00 to Scott Flaugher for East Creek Slip #73, as he will not be using the slip for the 2016 season.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $120.00 to Gerard Gravina for switching from Main Dock boat berth #4 to a smaller berth, #12 at Main Dock.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $60.00 to Vasilios Sinaplidis for switching from Main Dock boat berth #1 to Southeast Lewis Berth #3.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Peter Stoehr for switching from Beach Canal boat berth #15 to a smaller berth, #51 at East Creek.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund to Rick & Karen Young totaling $890.00; this includes $850.00 for boat slip #27 at Main Dock and $50.00 for electric use. 

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,

WHEREAS a Bid Opening was held on Thursday, March 3rd, 2016, for plastic bags,

BE IT HEREBY RESOLVED to award the bid to:

With a bid price of $204.30 per 1000 bags, Central Poly Corp. was the lowest responsible bidder that met all the specifications of the bid requirements.

Mayor Scordino made the following announcements:

The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, May 10th, 2016, at 7:00 p.m., to consider the adoption of Local Law #7 of 2016, which is a Local Law to repeal Local Law #1 of 2016, regarding a property tax levy in excess of the limit established in General Municipal Law § 3-C.

A Bid Opening will be held on Thursday, May 19th, 2016, at 9:30 a.m. for Drainage Work at Various Locations.  Bid Specifications will be available in the Office of the Village Clerk on Thursday, May 5th, 2016.
