A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 25, 2017.  On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:11 p.m.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting adjourned at 7:30 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was led by Trustee Basile.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the April 11th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to transfer Fiscal Year 2016/17 Budgetary Funding from within the Babylon Fire Department’s Budget as indicated below, to allow for the purchase of twenty (20) Scott Pack Cylinders.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to the residents of Montrose Avenue to hold a Block Party on Saturday, June 10th, 2017, from 1:00 p.m. to 10:00 p.m.  The street will be blocked between Argyle Avenue and Douglas Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue a refund in the amount of $5.00 to J. Kevin Sparks for overpayment of Boat Berth #10 at Lewis Pond for the 2017 Season.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $25.00 to Frank Genovas for the return of one (1) Board of Trustees sign for partial refund.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Rev. Clare Nesmith of Christ Episcopal Church to maintain temporary signs at various merchants in the Village, from April 27th to May 14th, 2017, to advertise the Mother’s Day Plant Sale at Christ Episcopal Church.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to approve the following warrant for April 25, 2017:

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to display temporary signs advertising the “Arts by the Falls”, from May 7th to May 20th, 2017, at the locations listed below:

                        By the intersection of John Street and Cooper Street

                        Deer Park Avenue and Washington Street (by the Church)

                        East Entrance to the Village on Main Street

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the American Legion Babylon Post 94 to hold the annual Memorial Day Parade and Observance on Monday, May 29th, 2017.  The Parade will start at 11:00 a.m. at Foster Blvd. and Deer Park Avenue, proceed south on Deer Park Ave. to Montauk Highway, then west to the Gazebo, where the annual Memorial Day ceremony will be held.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ agreement.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the Annual Financial Report Update Document for the Village of Babylon for the Fiscal Year Ended May 31, 2016.

Mayor Scordino read the following RESOLUTION AUTHORIZING WAGE INCREASES FOR IDENTIFIED STAFF:

WHEREAS, the Board of Trustees of the Village of Babylon adopted Resolutions on May 10, 2016 authorizing the Mayor to execute Agreements  with The Civil Service Employees Association, Inc., Local 1000 AFSCME, AFL-CIO, Incorporated Village of Babylon Full-Time DPW Unit, Suffolk County Local 852 and The Civil Service Employees Association, Inc., Local 1000 AFSCME, AFL-CIO, Incorporated Village of Babylon Part-Time DPW Unit, Suffolk County Local 852 that allowed for a four dollar per hour increase for full time unionized members and a two dollar per hour increase for part time unionized members;

WHEREAS, this Resolution clarifies that the May 2016 Resolutions were intended to also apply to non-unionized Village staff as well as unionized staff;

NOW THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Babylon, hereby clarifies the aforementioned May 10, 2016 Resolutions by expressly stating that the four dollar per hour increase for full time unionized staff and the two dollar per hour increase for part time unionized staff applies to the full time and part time nonunionized staff.

Mayor Scordino read the following announcement:

The Board of Trustees of the Village of Babylon will hold Public Hearings on Tuesday, May 9th, 2017, at 7:00 pm, or as soon thereafter as can be heard, to consider the following:

-         Application of Eduardo Matute of A&M Food Adventures, Inc.,  to open Mamey, a Mexican Food restaurant at 122 North Carll Avenue, the current location of Babylon Crepe and Pita Grill. Copy of application and plans may be examined at the Office of the Village Clerk, Monday through Friday, between the hours of 10:00a.m. and 4:00p.m.

-         Application of Robert Keneally of 7 Depot Place Corp., to open a bar/restaurant, The Local, at 7 Depot Place, the current location of Twisted Shamrock.  Copy of application and plans may be examined at the Office of the Village Clerk, Monday through Friday, between the hours of 10:00a.m. and 4:00p.m.

The meeting was opened to the public; no one addressed the Board.
