A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 23, 2013.  On the motion of Trustee Muldowney, seconded by Trustee Davida, and unanimously carried, the meeting was opened at 6:30p.m.  On the motion of Trustee Amelia, seconded by Trustee Basile, and unanimously carried, the meeting was adjourned at 7:00p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM 153 WEST MAIN STREET BABYLON, NEW YORK ON TUESDAY, APRIL 23, 2013

Regular meeting of the Board of Trustees opened at 8:08 p.m.

The Pledge of Allegiance was lead by Trustee Muldowney.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the April 9, 2013 regular Board of Trustees meeting and dispense with reading of the same.

The Village Clerk read the letter from the Fire Department:

At the regular monthly meeting of the Fire Council held April 16, 2013, the Fire Council took the following actions and we await your approval:

Took Douglas Hefter of Hook & Ladder Company No. 1 off sick leave as of April 12, 2013, with medical clearance.

On the motion of Trustee Muldowney, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached petition of the assessor to correct the Assessment Roll for 2013 for:       Section 20  Block  3  Lot  47,   120 East Shore Drive

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the following warrant for April 23, 2013:

General Account:

     $ 216,055.51

Conklin House Account:

               693.19

Golf Course Account:

            1,366.92

       Total General Fund:

     $ 218,115.32

Trust Fund:

            2,139.18

        TOTAL:

     $ 220,254.50

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to issue refund in the amount of $229.75 to Jeffrey Sweeney, 271 Fire Island Avenue, for duplicate payment of EPR for:

Section 16    Block 3   Lot 26          2010/11 taxes:  $   98.35     2011/12 taxes:  $ 131.40

Trustee Basile announced the Plant Sale this weekend at the Conklin House, Saturday from 10:00 a.m. to 2:00 p.m. and Sunday from 12:00 noon to 2:00 p.m.  She also thanked the Conklin House Committee for the wonderful job they did with the art show, and the Parks Department, and commented on the wonderful group effort.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refunds in the amount of $50, to the following – which was paid for extended electric usage at Lewis Pond which is not available this season:  Andrew Alvarez, Richard Carbonaro, Gerard Funk , Gary Gisonda, Michael Greatsinger, Ron Kuhnla, Kevin Padden, Charles Stauder

The following to receive an additional $25, which was paid for the Village to certify his boat for proper grounding:  Richard Krollage (electric and certification fee)

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to issue refund in the amount of $180 to Barry Corbett, as he is moving to a smaller berth on East Creek.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the resignation of Sean Daniele as a part time laborer effective April 4, 2013.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, Whereas a bid opening was held on Thursday, April 11, 2013 at 9:30 a.m. for Plastic Bags

BE IT RESOLVED to award the contract to:

Fordion Packaging, Ltd.

185 Linden Street

Hackensack, NJ  07601

as their plastic bags meet all the required specifications.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was

RESOLVED to hire summer employees pre-season to work on registration for the pool at $ 7.25 per hour;

ALSO RESOLVED to hire summer employees pre-season to work on clean up of the pool, at $ 8.50 per hour, with changeover of duties occurring on June22, 2013, with the opening of the pool.

On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, April 9, 2013,  BE IT HEREBY RESOLVED to approve the application of Luciano DiRico, Principal of Tenad LLC, to open and operate a restaurant at One West Main Street, Babylon, NY.  ALSO BE IT HEREBY RESOLVED to approve and adopt the attached Covenants and Restrictions.

Trustee Davida announced that the work is continuing at the Village Pool; although there were some problems with the deliveries of supplies, he is still hoping for a June 22, 2013 Opening date.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the starting salary for the Summer Youth Employment Program will be $7.25 per hour, except for those students who do special jobs which have more responsibility.

ALSO RESOLVED that the attached is the salary schedule for the Summer Youth Employment Program for 2013.

On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Carriage House to maintain a temporary sign on the building located at the southwest corner of 21 Fire Island Avenue, from April 28th to June 28th, 2013.  The wording of the sign will be: Wednesday Lobster Bake   $19.95

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the adjustments to the 2012/13 Budget as per the attached, to account for aid received for the Babylon Village Court.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hereby adopt the Budget as presented at the Budget hearing on April 1, 2013, for the 2013-2014 fiscal year.

Mayor Scordino made the following announcements:

A Bid Opening is scheduled for Thursday, May 9, 2013, at 9:30 a.m. for the Lewis Pond/ Boynes Canal Bulkhead Rehabilitation.  Drawings and specifications are currently available in the office of the Village Clerk. 

The Board of Trustees will hold a Public Hearing on May 14, 2013 at 6:30 p.m. to consider the applications of:

Ralph Delgatto, Principal of Fire Island Shave Ice., Inc., to operate a business at 450 Fire Island Avenue, Babylon.

Danny O’Donnell, Principal of Tres Palms, to make changes to the current operation of the restaurant at 16 East Court, Babylon.

The Mayor opened the meeting to the public and noted that no one was in attendance.

Meeting adjourned 8:20 p.m.
