REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM  OF THE MUNICIPAL BUILDING 153 WEST MAIN STREET, BABYLON NEW YORK ON TUESDAY

 

APRIL 12, 2011

 

PRESENT: Mayor Ralph Scordino

Trustee: Kevin Muldowney

Trustee: Alice Vanderveldt

Trustee: Tony Davida

Trustee: Debbie Basile

Attorney: Joel Sikowitz

 

 

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously

carried

 

Mayor Scordino opened the work session at 7:50 p.m.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Davida and unanimously

 carried

 

Mayor Scordino adjourned the meeting at 8:10 p.m.

 

Regular meeting opened at 8:15 p.m.

 

The Pledge of Allegiance was lead by Trustee Vanderveldt

 

Mayor Scordino recognized the Chief’s of the Fire Department and their families and then swore the Chief’s in.

 

On the motion of Mayor Scordino seconded, by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: approve the minutes of the previous meeting and dispense with the reading of the same.

 

The Fire Department letter was read by the Village Clerk

 

On the motion of Trustee Vanderveldt, seconded by Trustee and unanimously carried it was

 

RESOLVED TO: approve the actions taken at the annual meeting of the General Convention of the Babylon Fire Department held on Thursday April 7, 2011 as prescribed in Article III, Section 1 of the Department Bylaws. 

The purpose of the Convention was to elect nominees for the office of Chief of the Department, First Assistant Chief, Second Assistant Chief and Third Assistant Chief.

The nominees receiving the prescribed number of votes were as follows:

Chief of the Department            Anthony M. Cardali

First Assistant Chief                  Paul Twardy

Second Assistant Chief Michael A Sasuk

Third Assistant Chief                 Scott A. Glenn

  

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: increase the Justice court Dept’s Petty Cash by $300 from $100 to $400 which will facilitate the making of change when Court is in session.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: grant permission to Ristorante Gemelli to maintain a temporary sign on the building located at 175 East Main Street for a period of 6 weeks.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: hire Sean Daniele, as a part time Sanitation Laborer with a salary of

$8.50 per hour effective March 29, 2011.

 

On the motion of Trustee Vanderveldt, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: issue a refund in the total amount of $50 to the following for the return of ZBA signs for a partial refund.

 

On the motion of Trustee Muldwoney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: increase revenue and expenditures in the tentative budget for fiscal year 2011/2012 as follows:

 

Line A2089 Conklin House Revenue    $20,000.00

Line A1990.400                                   $20,000.00

 

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO:  approve the following warrant for April 12, 2011

General Fund:               $185,455.87

Conklin House Fund:    $    3,184.01

                                    ___________ 

                                    $188,639.88

Enterprise Fund:           $    2,152.39

Trust Fund:                   $     4,078.27  

Fountain Fund:  $        247.25

Total:                            $195,117.89  

 

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: issue a refund in the amount of $80 to Timothy Martin, he moved to a smaller slip in Lighthouse Canal.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: issue a refund in the amount of $80 to Paul Brunet for the 2010/2011 boat season, he moved from slip #29 Beach Canal to a smaller slip #5 in Lighthouse Canal.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: hire John S. Mohr as a part time Sanitation Laborer with a salary of

$8.50 per hour, effective March 21, 2011.

 

On the motion of Trustee Muldowney, seconded by Trustee Vanderveldt and unanimously carried it was

 

RESOLVED TO: hire Sean Daniel as a full time Sanitation Laborer, with an annual salary of $20,800, effective March 21, 2011.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: hire Robert Mickens, as a part time Sanitation Laborer, with a salary of $8.00 per hour, effective March 21.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO:  issue a refund in the amount of$25.00 to Denise Gelpi for the return of

a (1) Board of Trustees sign for a partial refund.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried is was

 

RESOLVED TO: approve the filing of an application for State Funding for the S.T.O.P.

Program.

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: approve the request of the Chamber of Commerce to hold the following 2011 events:

 

Spring Fling – Arts & Music Festival and Sidewalk Sale

Friday, Saturday & Sunday June 3rd, 4th, and 5th

Rain date June 10th, 11th and 12th

 

Fall Harvest Street Fair

Saturday, October 8th

Rain date October 15th

 

Old Fashioned Village Christmas

Friday, December 2nd

Rain date December 9th

 

On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried it was

 

RESOLVED TO: increase the fees of the Gilbert E. Hanse Municipal Pool,

Effective April 12, 2011 to the following rates:

 

Family Membership                  $80.00

Adult Membership                    $50.00

Child Membership                    $30.00

Senior Member ship to remain at  $10.00

 

Swim lessons:

Child                                        $35.00

Adult                                        $40.00

Swim Team Membership          $30.00 per child

 

An Eagle Scout from West Babylon did a project down at the Village Pool, Trustee David told the Board and audience what a great job he did. 

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: grant permission to Girl Scout Troop 1438 to have a cookie sale in front of The First Long Island Bank of Long Island, on Saturday, May 7, 2011 from

9a.m. to 3p.m.

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: hire Chris Stafford for maintenance of the Rose Gardens at the Conklin House effective April 11, 2011 through September 30, 2011 at a rate of $15 per hour not to exceed $1,000.  

 

On the motion of Trustee Basile, seconded by Trustee Davida and unanimously carried it was

 

RESOLVED TO: hereby accept the audit prepared by New York State Comptrollers office for the period beginning June 1, 2008 and ending December 31, 2009, and be it hereby resolved to authorize a written response to the report of examination to the report no later July 6, 2011.  

 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: approve the attached agreement for the East Beach Fire Protection Plan District No. 54 and West Beach Fire Protection District No. 53.

 

On the motion of Mayor Scordino seconded by Trustee Muldowney and unanimously carried

 

WHEREAS A Public Hearing was held on Tuesday, March 22, 2011 with Cablevision

for the renewal of the Franchise Agreement.

 

BE IT HEREBY resolved to accept the agreement and Hereby enter into a contract with Cablevision for a period of ten (10) years.

 

On the motion of Mayor Scordino seconded, by Trustee Muldowney and unanimously carried

 

WHEREAS a Public Hearing was held on Tuesday, March 22, 2011 for Blue Chill Restaurant 117 Deer Park Ave.

 

BE IT hereby resolved to approve the application of Frank LaRocca to add a service bar to the establishment located at 117 Deer Park Ave. and Hereby Adopt the covenants and restrictions.   

 

On the motion of Mayor Scordino, seconded by Trustee Mudowney and unanimously carried it was

 

RESOLVED TO: approve the application of Joseph Florio to get a license to drive a taxi cab in the Village of Babylon for Lindy’s.

 

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried it was

 

RESOLVED TO: deny the application of Martin Pusey to get a license to drive a taxi cab in the Village of Babylon for Lindy’s.

 

Mayor Scordino announced that Village close at 12 noon in observance of Good Friday.

 

Meeting adjourned 8:25 p.m.
