A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 11, 2017.  On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:17 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:58  p.m.

Regular meeting of the Board of Trustees opened at 8:06 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the March 28th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the General Convention of the Fire Department, dated April 7, 2017:

The annual meeting of the General Convention of the Babylon Fire Department was held at 8:00 p.m. on Thursday, April 6, 2017 as prescribed by Article III, Section 1 of the Department Bylaws.

The purpose of the Convention was to elect nominees for the office of Chief of the Department, First Assistant Chief, Second Assistant Chief, and Third Assistant Chief.

The nominees receiving the plurality of votes were as follows:

            Chief of the Department        Scott A. Glenn

            First Assistant Chief              Michael A. Golub

            Second Assistant Chief          Joseph F. Fraccalvieri

            Third Assistant Chief            Matthew B. Arundale

            Please forward the results of the General Convention to the Village Board for their confirmation.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of Martin Koller as a greenhouse laborer effective March 30, 2017.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of Christopher Slee as a Parks Department laborer effective March 15, 2017.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to make assessment changes to the 2017 Final Roll as per the attached.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the ‘Save the Great South Bay’ Non-profit organization to hold its “Creek Defender Program” on Earth Day, April 22, 2017, from 12:00 Noon to 4:00 p.m., as per the attached.  This permission is granted contingent upon timely receipt of the required Certificates of Insurance with the Village of Babylon listed an ‘Additional Insured’, as well as a signed & notarized ‘Hold Harmless’ Agreement.

Mayor Scordino commented on the importance of the Creek Defender Program to the Village of Babylon and the Great South Bay; he was pleased that residents are supporting the clean-up.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for April 11, 2017:

General Account:                    $ 119,546.12

Conklin House:                        $    8,326.63

TOTAL GENERAL FUND:   $ 127,872.75

Trust Fund:                            $     2,342.33

TOTAL:                              $ 130,215.08 

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached agreement between the Village of Babylon and Margaret O’Sullivan for maintenance of the Perennial Gardens at the Conklin House starting April 12, 2017 through October 31, 2017 at a rate of $14.00 per hour, total amount not to exceed $1,000.00.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to Brett Robinson to maintain temporary signs [26” x 16” and 2’x8’] at various homes and businesses throughout the Village, from April 23 through May 23, 2017, promoting Tom Gargiulo for Assemblyman.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Citizens Campaign for the Environment to canvass in the Village between the hours of 4:00 p.m. and 9:00 p.m., from April 17th through April 28th, 2017.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to terminate the employment of Duane Lewis as a sanitation laborer effective March 28, 2017.

Trustee Basile mentioned that the Conklin House will be hosting an afternoon tea on Sunday, April 29, 2017.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Tom Horstmann as pool Director with a salary of $16.00 per hour, and Danica Schettino as Assistant Director with a salary of $15.00 per hour for the 2017 Season.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Robyn Silvestri to maintain 100 to 200 temporary signs [24’ x 10’] throughout the Village from April 6 through May 17, 2017, promoting her candidacy for the Babylon School Board.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that Mayor Scordino be authorized to enter into a contract with the State of New York for funding for a statue honoring the history of the clamming industry on the Great South Bay of Long Island.  The statue is to be placed on Village of Babylon property and once erected the Village will accept and maintain the Bayman’s Statue.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to appoint John O’Farrell as an alternate member of the Board of Appeals effective April 11, 2017 with a five year term which will be to April 2022.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to hire Michael Merkle as a full-time Highway Laborer with an annual salary of $29,120.00 effective April 3, 2017.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to grant permission to Dominick Montalto to maintain temporary signs [24” x 18”] at approximately 75 homes throughout the Village, from April 7 through May 16, 2017, promoting Dell’erba, Jurs, and Montalto as candidates for the Babylon School Board.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to re-hire the following as part-time starters at the Golf Course effective March 17, 2017:

Mayor Scordino commended the Treasurer, Valerie Fronzo, and the various Department Heads for a job well done; for the third year in a row, there will be no increase in the tax rate.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicants to drive a taxi cab for Sunset Taxi in the Village of Babylon:

Mayor Scordino made the following announcements:

-    Village of Babylon Offices will close at Noon on Friday, April 14, 2017, in observance of         Good Friday.

-          I, Ralph A. Scordino, Mayor of the Village of Babylon, do hereby designate Saturday, April 22, 2017, as Babylon Little League Day in the Village of Babylon.  I ask all residents to cooperate with the Little League in its program.

The meeting was opened to the public; no one addressed the Board.
