A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, April 10, 2018.  On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting opened at 7:10 p.m.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to enter into Executive Session at 7:15 p.m. to discuss Employee Background Checks.

On the motion of Trustee Muldowney, seconded by Trustee Admas and unanimously carried, it was

RESOLVED to return to the Public Session at 7:36 p.m.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried,

the meeting adjourned at 7:40 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARDROOM,

Regular meeting of the Board of Trustees opened at 8:03 p.m.

The Pledge of Allegiance was led by Trustee Adams.

Mayor Scordino read the letter from the Fire Department dated April 5th, 2018:

The annual meeting of the General Convention of the Babylon Fire Department was held at 8:00 p.m. on Thursday, April 5, 2018 as prescribed by Article III, Section 1 of the Department Bylaws.

The purpose of the Convention was to elect nominees for the office of Chief, First Assistant Chief, Second Assistant Chief, and Third Assistant Chief.

The nominees receiving the plurality of the votes cast were as follows:

            Chief                                           Michael A. Golub

            First Assistant Chief               Joseph F. Fraccalvieri             

            Second Assistant Chief           Matthew B. Arundale

            Third Assistant Chief              James P. Miga            

            Please forward the results of the General Convention to the Village Board for their confirmation.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the March 27, 2018, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the attached agreement between the Village of Babylon and Margaret O’Sullivan for maintenance of the Perennial Gardens at the Conklin House starting April 1, 2018 through October 31, 2018, at a rate of $14.00 per hour, total amount not to exceed $1,000.00.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for April 10th, 2018:

General Account:                    $ 771,127.65

Conklin House:                                 669.08

TOTAL GENERAL FUND:   $ 771,796.73

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to increase the annual salary of Michael Merkle $1,000. effective April 3, 2018 having completed his probationary period.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that pursuant to the requirements of NYS Unified Court System, Judiciary Law §386, the Justice Court must use interpreters from the Suffolk County list, at a fee of:

            $170.00 per half-day

            $300.00 per full-day

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $10.00 to Jason Pulver for switching from an 11’ wide slip at Beach Canal (#2013) to a 9’ wide slip at Boynes Canal (#3050).

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to make the assessment change(s) to the 2018 Tentative roll as per the attached.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the attached agreement with Geesebusters for Geese Control at the Golf Course for the 2018 Season.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Arta Wintjen as Treasurer of the Village of Babylon effective April 5, 2018.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to amend the Total Assessed Value on the Tentative Budget as per the Final Assessment Roll and make the Tentative Budget changes as per the attached.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to adopt the Budget for the Fiscal Year 2018/19.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon:  Sean Thompson                                  

Mayor Scordino made the following Proclamation:

            I, Ralph A. Scordino, Mayor of the Village of Babylon, do hereby designate Saturday, April 14, 2018, as BABYLON LITTLE LEAGUE DAY in the Village of Babylon.

            I ask all residents to cooperate with the Little League in its program.

The Mayor also commented that for the fourth (4th) year in a row, there are no increases in taxes. He thanked all Department Heads and the Trustees for working to keep the flat tax rate.

The meeting was opened to the public;

Keith Curtin, 420 Fire Island Avenue, inquired about the flooding; pump stations, check valves

Frank Curtin, 420 Fire Island Avenue; asked about the use of interpreters for the Justice Court

The Mayor commented that Legislator Kevin McCaffrey was present at this meeting
